About the role

At NAVFAC, we are modernizing our infrastructure by integrating elite commercial sector expertise to execute the historic Shipyard Infrastructure Optimization Program (SIOP). We are seeking a proven corporate executive and heavy-industrial construction authority to serve as the Director, Shipyard Construction Pacific. This role is specifically designed for an established industry leader from the commercial engineering and construction sector who can act as a peer and authoritative advisor to senior Navy Flag Officers. You will challenge conventional government methods, bringing proven commercial execution models and private-sector agility to accelerate the delivery of complex, multi-billion-dollar infrastructure projects across the Pacific area of responsibility. As the Director, Shipyard Construction Pacific, you will: Serve as the foremost technical and integration authority for Pacific shipyard modernization, directly advising Navy Flag Officers on negotiations, contract structures, and dispute resolutions with the world's largest global prime contractors. Inject commercial best practices, private-sector project sequencing, and advanced industrial construction methodologies into active, high-tempo waterfront environments to drastically reduce schedule delays. Champion Proactive Acquisition Engagement, Progressive Design-Build, and Early Contractor Involvement to align commercial incentives and drive execution predictability. Conduct independent, executive-level analyses of execution risks, including supply chain bottlenecks, Pacific region logistics, labor availability, and contractor capacity, and implement corresponding commercial mitigation strategies. Challenge conventional government acquisition paradigms by introducing market-driven, performance-based commercial execution frameworks. Technical & Corporate Qualifications: Commercial Executive Experience: Direct experience as a corporate executive (e.g., VP of Operations, Project Director, or Division Manager) within a major commercial Engineering, Procurement, and Construction (EPC) firm, with full profit-and-loss (P&L) responsibility for heavy civil or marine portfolios. Mega-Project Leadership: Proven track record of leading the physical execution of commercial mega-projects valued at $1B+ (such as deepwater ports, major marine terminals, oil & gas facilities, or massive industrial plants) from inception to commissioning. Contractor Negotiations: Extensive experience negotiating directly with, managing, and holding accountable the world's largest tier-1 prime contractors, joint ventures, and specialized subcontractors. Supply Chain Acumen: In-depth understanding of global supply chains, international shipping logistics, and labor market dynamics specific to the Pacific region.

Before you apply

Applying takes about a minute. These four things decide how fast it moves after that.

Your profile is current

It's what we read first. Occupations, seniority and locations matter more than a long history.

Two examples you can talk through

Not a portfolio — just two pieces of work where you can explain the decisions and what you'd change.

A number in mind

What you're on now and what would make you move. We negotiate better when we know both.

Your notice period

Employers plan around it, and it's the question that stalls offers most often.

Once you apply, someone reads it and calls you before anything reaches the employer — usually within two working days.
