The Public Safety Systems Program Manager is responsible for the planning, coordination, maintenance, operational readiness, and strategic support of public safety communications infrastructure and related technology systems utilized by police, fire, emergency management, emergency communications, and other public safety agencies throughout Hancock County, including agencies operating within redevelopment allocation areas. This position supports the reliability and effectiveness of mission-critical communications systems used to coordinate emergency response operations and serves as the primary liaison between Hancock County 911, County IT, public safety agencies, vendors, telecommunications providers, and partner organizations regarding public safety communications systems and infrastructure.
Essential Job Functions:
Serve as primary liaison for County IT, IPSC, DPSC, telecommunications providers, vendors, and partner agencies regarding public safety communications systems and infrastructure. Manage and maintain public safety radio communications systems utilized by police, fire, emergency management, and emergency response agencies, including subscriber radios, console radios, system programming, tuning, interoperability systems, and related communications infrastructure. Support the operational readiness, reliability, and maintenance of mission-critical communications systems utilized by emergency responders throughout Hancock County and within redevelopment allocation areas. Serve as the primary technical contact for CAD, RMS, ProQA, Locution, Active 911, Pulse Point, Vesta phone systems, voice recording systems, Rave systems, Smart 911, Command Central Aware, panic button systems, and related public safety technology platforms. Manage and support Mobile Data Computers, Surface Pro devices, consoles, peripherals, and related public safety technology equipment. Assist with public safety communications infrastructure projects including radio coverage systems, BDA/ERCES coordination, facility technology systems, communications equipment installations, remodel projects, and related public safety infrastructure improvements supporting emergency responder communications capability. Manage public safety technology systems including countywide camera systems, access control systems, and related security infrastructure supporting emergency response operations and situational awareness, excluding systems managed by the Hancock County Sheriff’s Department. Coordinate with local public safety agencies regarding communications interoperability, infrastructure planning, system reliability, and operational support for emergency response communications systems. Maintain technology inventories and records for Hancock County 911 and Homeland Security systems and equipment. Research, coordinate, and assist with grants and funding opportunities related to public safety communications systems and technology infrastructure. Assist with FOIA and records requests involving CAD data, voice recordings, and related system information. Provide advisory or operational assistance to Hancock County public safety agencies depending on system ownership, authority, available resources, and operational need. Serve on a 24-hour on-call basis for system outages, failures, emergencies, and critical incidents. Perform other duties as assigned. Decision Making
This position requires the ability to make multiple decisions which are sometimes under significant pressure and stress, often with little or no notice. Emergency decisions may affect the health and well-being of others. Decisions regarding expenditures, staffing, system operations, and personnel must be made in accordance with Commissioner directives, County policy, Department procedures, and applicable federal and state laws. Qualifications, Knowledge & Ability Must be a citizen of the United States. Must be at least twenty-one (21) years of age. Must possess a high school diploma or equivalent (GED).Must possess a valid Driver’s License. Must not have been convicted of any felony offense; certain misdemeanor convictions may also be disqualifying. Experience with public safety communications technology, emergency services systems, radio systems, telecommunications, or related mission-critical public safety infrastructure preferred. Working knowledge of CAD, RMS, radio communications systems, interoperability systems, telecommunications, and public safety technology platforms. Ability to coordinate effectively with vendors, public safety agencies, County departments, and external stakeholders. Strong organizational, troubleshooting, analytical, and problem-solving skills. Ability to manage multiple projects, priorities, and emergency technical issues simultaneously. Ability to effectively listen, comprehend, and communicate with co-workers, the public, other officials, and outside agencies during emergency and non-emergency situations. Ability to establish priorities and accomplish multiple tasks in a limited amount of time. Ability to work irregular and extended hours when required. Knowledge and familiarity with computer, radio, telephone, and related systems utilized by Hancock County 911 and partner public safety agencies. Knowledge of the channels of authority within Hancock County public safety organizations. Ability to maintain confidentiality of Department information and records as required.
Preferred: NENA Emergency Number Professional (ENP) certification.
Preferred: Ability to obtain and maintain CPR certification.
Preferred: Ability to obtain and maintain IDACS/NCIC certification.
Preferred:
Ability to obtain and maintain NIMS certifications including 100, 200, 300, 400, 700, and 800.
Physical Requirements:
Ability to lift, carry, and move equipment up to 50 pounds. Ability to work in equipment rooms, ceilings, confined spaces, and outdoor environments when necessary. Ability to work flexible hours including evenings, weekends, emergency call-outs, and extended shifts during emergencies or system outages. Regularly works in both indoor/office and outdoor environments and may be required to sit for extended periods or perform repetitive hand motions. Must be capable of working more than eight (8) hours when operationally necessary.
