About the role

To support the modernization of Albania's land administration systems, the part-time Cartographer Specialist will provide technical guidance on digital cadastre operations, manage project deliverables, and coordinate with surveyors to enhance property rights and compliance with EU standards.
Key responsibilities: Support the assessment and operation of the national digital cadastre database, including processing and updating spatial property records Review and provide technical support for priority cadastral services, ensuring compliance with national standards and resolving historical geodetic discrepancies Manage assigned tasks within the EU4 Property Rights project, preparing reports and collaborating with stakeholders to improve land administration processes
Required qualifications: Bachelor's degree in Geodesy, Geodetic Engineering, Cartography, Topography, or related fields with 7 years of relevant experience, or a Master's degree with 5 years of relevant experience Proven experience in Geospatial Data Harmonization and Collaborative Technical Work Proficiency in Geographic Information Systems (GIS) software (e.g., ArcGIS, QGIS) and Computer-Aided Design (CAD) systems Solid understanding of Albanian land administration legislation and national geospatial guidelines Fluent in English and Albanian
