Work involves planning, directing, supervising, coordinating and evaluating all the daily operations integral to the activities of Housing Management and Programs. This position is heavily involved in strategic planning and organizational development. This position is responsible for monitoring the daily operations, streamlining operations, increasing efficiency and effectiveness, preparing budgets, making recommendations regarding personnel, reviewing Authority’s policies and recommending changes to ensure compliance with programs and the advancement of the Authority’s objectives. This position is required to exercise considerable tact and courtesy in frequent contacts with residents, employees and partners and the general public. This is a key position within the Authority and it is essential that this position work closely with the CEO in developing and carrying out initiatives, and setting the tone and vision for the employees of the Authority. This position sets a positive example of competence, professionalism, energy and work ethic for the organization.Essential Job FunctionsOversee multiple departments involved with real estate planning, development, and construction, homeownership, energy management, and provide direction in order to meet the organization’s long and short-term goalsEstablish policies and procedures to assure that goals are met and that HUD regulations are followed and that directives, policies and procedures are being followed.Provide assistance and support to functional areas in solving problems and establishing milestonesReview reports in order to track progress and status of projects and routinefunctionsConduct periodic staff meetingsEstablish performance standards for subordinates, prepare performance appraisals, and discuss with employeesEnsure timely completion of performance evaluations for staffInterview prospective employees and make hiring recommendationsTake disciplinary action as neededParticipate in assessing needs, and establishing goals and plans for the Housing AuthorityAssist in establishing and maintaining the 5-year planAssist in the preparation of the annual needsstatementPrepare or oversee preparation of the annual budget for assigned departmentsParticipate on various advisory committees, and civic organizations in order to promote public housing and maintain a positive profile in the communityStay abreast of public housing matters, developments, and opportunities by studying HUD regulations, laws, ordinances, and publications, and by attending professional conferences, training, and meetingsDevelop and implement plans to achieve short-term and long-term goalsRepresent the agency in meetings with governmental officials, non-profit agencies and the general publicMonitor changes in federal and other regulations, assess impact on the authority and inform senior staffAttend monthly BoardmeetingsKnowledge, Skills, and AbilitiesKnowledge of HUD, and other federal, state, and local policies, procedures, and regulations related to the operation of a public housing authorityKnowledge of principles and practices of construction and designKnowledge of the principles and practices of management and supervisionKnowledge of the principles and practices of communicationKnowledge of the principles and practices of budgeting and budget administrationKnowledge of report preparation techniquesKnowledge of modern office equipment including copier, computer, calculator, fax, etc.Ability to plan, organize, and assign routine work and special projects in order to meet organizational goalsAbility to develop and establish effective working relationships with employees, officials, and the publicAbility to compile or direct compiling of data and preparation of reportsAbility to analyze reports and data, and formulate recommendationsAbility to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirementsAbility to anticipate potential problems and needs in order to develop and give sound judgment to make and implement decisions effectively initiate and manage work projectsAbility to effectively relate to and deal with public and private agencies and residents in order to accomplish organizational goals and complete projectsAbility to communicate effectively, both orally and in writing, with groups and individualsAbility to delegate duties and assignments in order to achieve objectivesAbility to evaluate performance of subordinates, correct deficiencies, and to effectively assign personnelSkilled in communicating with people inside and outside of the organization and from a broad range of socio-economic backgrounds, both orally and in writingSkilled in analyzing dataSkilled in developing policies and procedures designed to meet the goals and objectives of the organizationSkilled in the preparation and presentation of ideas and information in formal and informal settingsMinimum QualificationsRequires a Bachelor’s Degree in Public Administration, Business Administration, Construction Science, Engineering or closely related field.Requires ten (10) years of experience in public or business management, strategic planning or related field which includes five (5) years progressive supervisory experience; or an equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities.#J-18808-Ljbffr
