Position: Full-Time / Primarily Off-Site Customer: U.S. Department of Transportation, Federal Transit Administration Potential On-Site Location:1200 New Jersey Avenue SE, Washington, DC 20590JOIN OUR TEAM! Caladwich is seeking an experienced Mid-Level Contract Specialist/Administrator IIto provide federal acquisition and contract administration support to the Federal Transit Administration's Office of Acquisition Management. The successful candidate will support acquisitions at various stages of the procurement lifecycle, including acquisition planning, market research, solicitation development, contract administration, modifications, cost/price analysis, and closeout.

CORE RESPONSIBILITIES: Provide mid-level federal acquisition expertise throughout various stages of the procurement process. Support acquisition planning, market research and analysis, and preparation of Requests for Proposals (RFPs) and Requests for Quotes (RFQs).Review acquisition documentation, including Statements of Work (SOWs), Statements of Objectives (SOOs), and Performance Work Statements (PWSs).Prepare or review pre-procurement packages and maintain accurate status information for contractual actions. Support administration of IDIQs, BPAs, contracts, task orders, delivery orders, call orders, and purchase orders. Support contractual actions involving FFP, Cost Reimbursable, Labor Hour, and T&M contract types. Assist with cost/price analysis, contract modifications, termination/default actions, and contract closeout as required. Perform recurring contract administration activities with limited guidance. Assist with data validation and resolution of complex acquisition issues. Assist with advertising, soliciting, constructing, awarding, and administering contractual actions. Utilize acquisition E-Government tools and systems and perform other acquisition-related assignments supporting FTA programs.
Requirements
REQUIRED QUALIFICATIONS: Bachelor's Degree or equivalent relevant experience, orat least 24 semester hours in an appropriate field such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, along with five (5) years of relevant experience. Demonstrated knowledge and experience performing Mid-Level Contract Specialist functions. Knowledge of the Federal Acquisition Regulation (FAR).Knowledge and experience with contract types including FFP, Cost Reimbursable, Labor Hour, and T&M, as applicable. Experience supporting acquisitions using applicable FAR provisions, including commercial products/services, simplified acquisitions, service contracting, contract modifications, and contract closeout. Experience with acquisition mechanisms such as IDIQ contracts, BPAs, and task, delivery, call, and purchase orders. Ability to independently analyze work assignments and provide appropriate feedback. Strong Microsoft Office, Google Workspace, and internet research skills.
OTHER REQUIREMENTS: Must be prepared to perform primarily off-site while maintaining the ability to work on-site at FTA Headquarters in Washington, DC if required. Must be telework-ready and able to perform all work within the United States and its territories. Must be able to perform a 40-hour work week during FTA core working hours. Must be able to comply with applicable DOT personnel suitability and security procedures, which may include required forms, background investigation, and fingerprinting. Must be a U.S. citizen or a non-citizen lawfully admitted for permanent residence or employment, as evidenced by applicable USCIS documentation. Must be able to sign a non-disclosure certificate prior to commencing work and comply with organizational and personal conflict-of-interest requirements.
