Position Summary: The Director of Human Rights Compliance and Investigations implementsand oversees the investigations process at Tulsa Public Schools, from routine workplaceinvestigations to those involving human rights. The Director selects and provides onboarding fora case management system that benefits many Tulsa Public Schools stakeholders. The Directorensures departments maintain compliance with applicable nondiscrimination laws and policies, including but not limited to Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, the Americans with Disabilities Act (ADA), and other nondiscriminationlaws. The Director creates and assigns district-wide nondiscrimination training. This rolesupervises the district investigator positions assigned to this function and conductsinvestigations as necessary to support the needs of the district. Key Functions:

  • District-wide nondiscrimination training
Minimum Qualifications
Education:
  • Bachelor's degree in Human Resources, Public Administration, Criminal Justice, Political
  • Science, or a related field, or an equivalent combination of education and progressivelyresponsible related experience totaling four (4) years
  • Juris Doctor preferred
Experience:
  • Seven (7) years of workplace and/or human rights investigative experience
  • Experience supervising investigators required; experience overseeing a compliancefunction preferredExperience providing in-person and online training regarding human rights
  • Experience in an education setting preferredExperience implementing or managing a case management system preferred
Licenses and Certifications: Valid Driver's License Knowledge, Skills, and Abilities:
  • Working knowledge of federal and state nondiscrimination law as applied in publicschool districts, including Title VI, Title VII, Title IX, Section 504, the Americans with
  • Disabilities Act, and the Age Discrimination Act of 1975 Working knowledge of the Family Educational Rights and Privacy Act (FERPA) and thehandling of student records in investigations involving students
  • Knowledge of Oklahoma mandatory reporting requirements and the circumstancesunder which a matter must be referred to law enforcement or the Department of Human
  • ServicesAbility to conduct impartial investigative interviews of employees, students, families, andcommunity members, including witnesses who are minors
  • Ability to gather, document, and preserve evidence and maintain complete and accuratecase records
  • Ability to write clear, defensible investigative reports and findings that withstand reviewby legal counsel, the Office for Civil Rights, and the EEOCAbility to recognize conflicts of interest and recuse appropriately, and to maintainimpartiality in contested matters
  • Ability to handle sensitive information with discretion and in a manner that preserveslegal privileges and upholds confidentiality requirements
  • Ability to communicate findings and recommendations clearly to school leaders, districtleadership, employees, and families
  • Ability to manage a caseload against regulatory deadlines and competing priorities
