Location: Ideally onsite in Phoenix, AZ. Austin, TX or Albuquerque, NM Must-Haves:5+ years of experience within apprenticeship, workforce development, craft training, or a related field Direct experience owning or managing a Registered Apprenticeship Program Hands-on experience with Department of Labor and/or state workforce/apprenticeship agencies, including apprenticeship registration, applications, program standards, documentation, and compliance Strong understanding of apprenticeship compliance, including RTI, OJT, wage progression, recordkeeping, reporting, apprentice ratios, and audit readiness Experience supporting craft/skilled trades or field-based workforces Experience developing and/or facilitating skilled trades training, including coordinating technical instruction with hands-on/field learning Experience managing apprenticeship program budgets and overall program operations Ability to own an apprenticeship program end-to-end, balancing compliance, training, operations, and workforce development Plusses: Experience with one or more of the four current apprenticeship trades: Electrical, Carpentry, Sheet Metal, and Pipefitting Experience designing apprenticeship pathways and building training programs or curriculum from the ground up Existing network within skilled trades, apprenticeship, education, or workforce development Experience identifying and pursuing grants/public workforce funding for apprenticeship programs Experience with New Mexico Department of Workforce Solutions Knowledge of Davis-Bacon, prevailing wage, certified payroll, CHIPS and Science Act, and Inflation Reduction Act requirements Experience with NCCERExperience developing journeyworkers/craft professionals into trainers, instructors, or mentors Experience with multi-state apprenticeship programs Spanish/English bilingual is a strong plus Construction experience is helpful, but large GC experience is NOT required
Day-to-Day: Own the Brycon Registered Apprenticeship Program from end to end across Electrical, Carpentry, Sheet Metal, and Pipefitting Ensure apprenticeships remain properly registered, compliant, documented, and audit-ready with the Department of Labor and applicable state agencies Manage apprenticeship registration, progression, RTI, OJT, attendance, wage progression, completion, and required recordkeeping Maintain relationships with workforce agencies and navigate program registrations, modifications, applications, and reporting Own the apprenticeship program budget and monitor costs and resources Identify applicable grants, workforce funding, and partnership opportunities to help fund and expand the program Build relationships within local trades, education, and workforce communities to promote the apprenticeship program and drive enrollment Design, develop, schedule, and facilitate craft training for apprentices Ensure training covers technical job skills, hands-on application, safety, and career progression Partner with craft trainers and subject matter experts, including pipefitting and other trade instructors, to deliver effective training Develop scalable training content and apprenticeship pathways Coordinate with operations, HR, Accounting, Payroll, Safety, instructors, and field leadership Monitor enrollment, retention, progression, completion, training effectiveness, and overall program performance Travel between Phoenix, Albuquerque, and Austin when needed to support apprentices and facilitate in-person training
Job Description: Insight Global is seeking a Manager, Craft Workforce Development for a top construction and advanced manufacturing client. This individual will take full ownership of a Registered Apprenticeship Program supporting Electrical, Carpentry, Sheet Metal, and Pipefitting trades within a growing self-perform construction organization specializing in highly technical clean-room and semiconductor environments. This is a hands-on workforce development leadership role combining apprenticeship program ownership, regulatory compliance, budget management, workforce partnerships, and craft training. The manager will ensure the program remains compliant with Department of Labor and state requirements while developing apprenticeship pathways, managing training content, facilitating learning, securing workforce funding opportunities, and building relationships that strengthen the skilled-trades talent pipeline. The ideal candidate understands Registered Apprenticeship Programs from end to end and is equally comfortable navigating compliance requirements, managing a budget, building training, working directly with craft professionals, and facilitating programs onsite.
