Position Description:
Provides Foreign Disclosure Officer (FDO) support to U.S. Army Central (ARCENT) G2 by reviewing, coordinating, and facilitating the release of classified and controlled unclassified information to foreign governments, coalition partners, multinational organizations, and authorized non-U.S. entities. Ensures compliance with National Disclosure Policy (NDP), Army Foreign Disclosure Program requirements, Intelligence Community policies, Department of Defense regulations, and ARCENT procedures governing the disclosure of military and intelligence information. Coordinates with intelligence analysts, operational planners, security personnel, and higher headquarters to evaluate disclosure requests, assess releasability, and support coalition operations, exercises, security cooperation activities, and contingency planning. Maintains foreign disclosure records, tracks disclosure actions, prepares recommendations for approval authorities, and advises leadership on disclosure risks, security requirements, and information-sharing opportunities across the CENTCOM Area of Responsibility (AOR).
Core Duties and Responsibilities:
The Foreign Disclosure Representative shall: Provide foreign disclosure support to ARCENT G2, headquarters staff, and supported organizations. Review and evaluate requests for release of classified, controlled unclassified, intelligence, operational, and military information to foreign entities. Ensure all disclosure actions comply with National Disclosure Policy (NDP), Army regulations, Intelligence Community directives, and DoD guidance. Coordinate disclosure requests with operational planners, intelligence analysts, security personnel, and higher headquarters. Assess information releasability and prepare recommendations for designated disclosure authorities. Support coalition operations, multinational exercises, theater security cooperation activities, and contingency operations through timely foreign disclosure reviews. Maintain foreign disclosure records, tracking systems, approval documentation, and reporting requirements. Advise leadership on foreign disclosure policies, information-sharing authorities, security risks, and releasability determinations. Review operational plans, intelligence products, briefings, and reports to ensure compliance with disclosure requirements. Coordinate with Joint, Army, Combatant Command, Coalition, and Intelligence Community organizations on foreign disclosure matters. Assist in the development of foreign disclosure procedures, policies, training materials, and standard operating procedures. Monitor disclosure actions and identify potential compliance issues, risks, or security concerns. Support inspections, audits, and program assessments related to foreign disclosure and information-sharing activities. Prepare reports, metrics, briefings, and decision-support products for senior leadership. Ensure proper safeguarding and handling of classified and sensitive information throughout the disclosure process. Maintain required security clearances and comply with all security requirements associated with the position. Perform additional foreign disclosure duties as directed by ARCENT leadership.
