Position Overview:
We are seeking a detail-oriented and experienced Contract Specialist II to support federal procurement and acquisition activities throughout the contract lifecycle. The successful candidate will provide solicitation support, proposal evaluation assistance, contract award administration, and cost and price analysis while ensuring compliance with applicable procurement regulations, policies, and procedures. This position offers an opportunity to work in a collaborative government contracting environment and play a key role in supporting acquisition operations from pre-award through post-award administration.
Key Responsibilities:
Solicitation Support Prepare Requests for Quotations (RFQs), Requests for Proposals (RFPs), Invitations for Bids (IFBs), and related procurement documentation. Develop solicitation terms, conditions, and supporting materials. Coordinate solicitation postings using authorized government procurement systems. Respond to vendor inquiries and assist with preparation of solicitation amendments. Proposal Evaluation Support Receive, organize, and maintain contractor proposals. Compile and analyze pricing information. Evaluate price quotations for reasonableness and completeness. Conduct market research to support procurement activities. Assess contractor responsibility and eligibility. Document evaluation findings and prepare award recommendations. Support technical evaluation panels and source selection activities as required. Contract Award Support Draft contract awards, purchase orders, and associated documentation. Prepare award decision memoranda and supporting records. Coordinate internal reviews and approval processes. Notify successful and unsuccessful offerors of procurement decisions. Establish and maintain contract files and award documentation. Contract Administration Review and process contract modifications and administrative changes. Monitor contractor performance and contract compliance. Review invoices, funding documentation, and contract records. Support Contracting Officers in the administration of active contracts. Ensure contract files remain complete, organized, and compliant with applicable requirements. Cost and Price Analysis Analyze contractor cost proposals and supporting documentation. Perform cost and price analyses in support of acquisitions. Evaluate cost realism when required. Develop and document negotiation positions. Assist with negotiations and prepare post-negotiation documentation.
Required Qualifications:
Experience supporting government contracting, procurement, or acquisition functions. Knowledge of federal procurement and contracting principles. Experience preparing solicitation and contract documentation. Strong analytical, organizational, and documentation skills. Ability to evaluate pricing and cost information. Proficiency with Microsoft Office applications, including Word, Excel, and Outlook. Strong written and verbal communication skills. Ability to manage multiple assignments and deadlines in a fast-paced environment.
Preferred Qualifications:
Experience supporting Federal Government acquisition programs. Familiarity with FAR and related procurement regulations. Experience providing pre-award and post-award contract support. Experience conducting market research and cost/price analysis.
