Job Description: Everforth ECS is seeking a Sr. Workforce Planning & Staffing Managerto work in our Arlington, VA (Hybrid) office. ECS is seeking a Sr. Workforce Planning & Staffing Manager to support a large, complex federal consulting portfolio. This role will lead workforce planning, staffing coordination, resource forecasting, and talent deployment across multiple projects and capability areas. The Workforce Planning & Staffing Manager will work closely with program leadership, Delivery Leads, Capability Leads, recruiting, and corporate operations to ensure the portfolio has the right people, skills, and capacity to meet evolving customer requirements. This individual will serve as the portfolio's central point of coordination for workforce demand, available resources, staffing gaps, and hiring priorities.
Key Responsibilities
Workforce Planning, Forecasting & Reporting: Lead portfolio-wide resource planning and staffing across programs, projects, and workstreams. Maintain an integrated view of open positions, staffing needs, available resources, and anticipated demand. Partner with Delivery Leads and program leadership to translate customer requirements into workforce needs. Coordinate resource selection, candidate matching, internal mobility, and deployment of personnel. Manage and monitor the portfolio's flexible resource pool and identify opportunities to redeploy employees before external hiring. Develop workforce forecasts based on anticipated contract demand, attrition, growth, and changing customer requirements. Monitor capacity and utilization and identify potential overages, shortages, or bench risk.
Skills & Capability Management: Maintain portfolio-wide skills and capability inventory. Conduct skills-gap assessments and identify areas requiring recruiting, training, or workforce development. Partner with Capability Leads to understand emerging technical and mission skill requirements. Track staffing actions from identification through placement and onboarding. Maintain workforce dashboards and reporting, including vacancies, hiring pipeline, utilization, skills gaps, and staffing risk. Facilitate recurring workforce/staffing reviews with program leadership.
Staffing & Resource Management: Support workforce planning associated with new task orders, contract growth, transitions, and recompetes. Partner with recruiting and HR to establish hiring priorities and improve time-to-fill. Identify recurring staffing challenges and recommend process improvements. Support workforce succession and continuity planning for critical positions. Coordinate with the PMO Operations team on employee onboarding and offboarding transitions.
Salary Range: $130,000 - $160,000 General Description of Benefits Job Requirements
Bachelor's degree in Business Administration, Human Resources, Program Management, Organizational Development, or related field.7+ years of experience supporting workforce planning, staffing, resource management, program operations, or consulting operations. Experience supporting a large federal government program, portfolio, or professional-services organization. Demonstrated experience managing staffing across multiple projects or workstreams simultaneously. Strong understanding of resource forecasting, utilization, workforce capacity planning, and staffing pipelines. Experience working with program managers, project leaders, recruiting, and HR organizations. Strong analytical and organizational skills with the ability to manage large volumes of workforce information. Experience developing or maintaining workforce dashboards, trackers, or staffing reports. Strong written and verbal communication skills. Ability to operate effectively in a fast-moving environment where customer requirements and staffing priorities frequently change.
