About the role
Louisiana Works is seeking experienced Data Program Manager/Specialists to lead and support the development and implementation of compliant administrative cost allocation methodologies and federal claiming processes across USDOL, Vocational Rehabilitation, SNAP E&T, TANF, and other federally funded programs. This position combines project/program coordination, governmental cost allocation, federal grant claiming, financial modeling, regulatory compliance, documentation, and data analysis.
Key Responsibilities:
- Lead and coordinate cost allocation and federal claiming activities across Louisiana Works federally funded programs.
- Coordinate regularly with Louisiana Works Fiscal leadership, program staff, and other stakeholders.
- Facilitate structured working sessions to review findings, validate operational assumptions, and establish appropriate allocation methodologies.
- Maintain project timelines, activities, dependencies, deliverables, and implementation milestones.
- Lead assessment of current administrative cost structures and allocation practices.
- Develop compliant and defensible administrative cost allocation methodologies.
- Identify shared cost pools and establish appropriate allocation bases and formulas.
- Ensure allocation methodologies are necessary, reasonable, allocable, consistently applied, and adequately documented.
- Oversee development of financial models measuring federal and state fiscal impacts.
- Lead/support development and revision of Public Assistance Cost Allocation Plans (PACAPs).Prepare or oversee PACAP narratives, schedules, allocation documentation, and submission-ready packages.
- Support federal review, negotiation, questions, and approval processes.
- Develop written responses to federal reviewers and coordinate revisions based on federal feedback.
- Develop an implementation roadmap for operationalizing approved cost allocation methodologies.
- Provide guidance concerning time reporting, coding structures, financial-system requirements, and internal controls.
- Evaluate opportunities to maximize allowable federal reimbursement while maintaining federal and state compliance.
- Analyze changes in federal participation and reimbursement rates and their fiscal impact.
- Produce executive-level reports, financial impact analyses, recommendations, and documentation.
- Support post-implementation validation, methodology refinement, federal review, and training.

- Experience necessary to satisfy the Scope of Services, deliverables, and qualifications
