Essential Responsibilities and Duties:Executive LeadershipProvide visionary leadership that promotes innovation, accountability, operational excellence, and continuous improvement throughout the organization.Develop and execute strategic business plans designed to maximize profitability, enhance guest satisfaction, and support long-term organizational sustainability.Lead the executive service.Serve as the senior operational advisor to TEDA Officers regarding casino and resort performance, emerging opportunities, operational risks, and strategic initiatives.Strategic PlanningDevelop comprehensive short-term and long-range strategic plans supporting continued growth and financial success.Evaluate emerging gaming technologies, hospitality trends, entertainment opportunities, and market conditions to maintain competitive positioning.Identify opportunities for expansion, capital improvements, operational efficiencies, and new revenue generation.Lead organizational change initiatives while minimizing disruption to operations.Financial ManagementDevelop, administer, and monitor annual operating and capital budgets.Ensure sound financial stewardship through effective fiscal management and internal controls.Monitor financial performance using key operational metrics and recommend corrective actions when necessary.Oversee revenue optimization across gaming, hotel, food and beverage, retail, entertainment, and ancillary business operations.Present financial results, forecasts, and operational analyses to TEDA Officers and governing bodies.Operational highest standards of service, safety, efficiency, and accountability.Guest ExperienceChampion a culture of exceptional guest service throughout the property.Establish service standards that exceed guest expectations.Monitor guest satisfaction metrics and implement service improvements.Personally represent the organization during significant guest relations matters when appropriate.Human Capital LeadershipRecruit, mentor, develop, and retain high-performing executive leaders.Establish succession planning strategies for key leadership positions.Promote employee engagement through leadership development and recognition initiatives.Ensure fair, consistent application of organizational policies.Partner with Human Resources to support workforce planning, organizational development, compensation strategies, and employee relations.Regulatory ComplianceEnsure full compliance with:Indian Gaming Regulatory Act (IGRA)National Indian Gaming Commission (NIGC)Tribal-State CompactTribal Gaming OrdinancesInternal ControlsFederal, State, and Tribal regulationsMaintain productive working relationships with regulatory agencies and auditors.Risk Management & SecurityPromote a culture emphasizing safety, security, ethics, and regulatory compliance.Ensure effective internal controls protecting organizational assets.Oversee enterprise risk mitigation strategies.Coordinate emergency response planning and business continuity efforts.Community & Tribal RelationsRepresent Black Oak Casino Resort with professionalism throughout Tribal, governmental, business, and community organizations.Maintain productive relationships with Tribal leadership while supporting the economic and cultural priorities of the Tuolumne Band of Me-Wuk Indians.Participate in community engagement activities that strengthen the organization’s reputation.Organizational ExcellenceDevelop organizational policies that improve efficiency and accountability.Encourage innovation and continuous improvement initiatives.Utilize operational metrics and performance dashboards to drive informed decision-making.Lead cross-functional initiatives that improve organizational effectiveness.Additional ResponsibilitiesPerform other duties as assigned by TEDA Officers.Essential Qualifications:EducationBachelor’s degree in Business Administration, Hospitality Management, Finance, Public Administration, or a closely related field is required.Master’s degree (MBA, MPA, or similar) is preferred.ExperienceMinimum of seven (7) years of progressively responsible executive leadership experience within casino gaming, hospitality, or integrated resort operations.Tribal gaming experience strongly preferred.Demonstrated success leading large, complex organizations with multiple operational divisions.Proven experience managing multi-million-dollar operating budgets.Knowledge, Skills & AbilitiesThe successful candidate will demonstrate:Executive leadership and organizational resort property for extended periods.Ability to occasionally lift up to 25 pounds.Ability to work evenings, weekends, holidays, and special events as operational needs require.Work EnvironmentThis position is performed in a 24-hour casino resort environment that includes gaming areas, hospitality venues, offices, restaurants, entertainment facilities, and outdoor property locations. The General Manager must be available to respond to operational issues outside of normal business hours and maintain a visible leadership presence throughout the property.Physical Demands:Must be physically able to perform all job requirements.Must be able to lift 25 pounds and occasionally more with assistance.Work Environment:Must be able to work in a non-smoke free environment.Must be able to work in a noisy environment.Must be able to work outside in all weather conditions.Must be able to work all shifts, weekends, holidays, and special events.
