This opportunity will be posted and accepting applications on an ongoing basis. ICR, Inc. has opportunities available for motivated ProgramFinance Managers (FM). A successful candidate will demonstrate proficiency in the areas of contract accounting and reporting, monthly invoicing, forecasting/budgeting, tracking annual fiscal plans and monthly updates, maintenance and reporting to management, and purchasing compliance. A Finance Manager will: Perform financial accounting and analysis functions in support of ICR classified and unclassified programs. Work closely with program Contract Managers (CM) and Program Managers (PM) to ensure all program financial requirements are met. Provide project management/administrative support and coordination to a complex portfolio of contracts. Prepare monthly Cost Plus, Firm Fixed Price, and Time and Materials invoices in tandem with the production of Program Manager reports. Track expenses and charged hours against direct projects Responsible for accounts receivable and tracking payments on respective contracts. Audit expense reports to ensure compliance with Government contracting travel regulations. Direct communication with Program Managers regarding project status, overall performance and future forecasting. Prepare ad hoc financial reporting as requested. Track the status of project budget/funding and work with Contracts Manager to help issue Contracts and Modifications. Develop and document business processes and accounting policies to maintain and strengthen internal controls. Assist in pricing build-up and cost proposal development for new bid and proposal efforts. Analyzing current and past financial data and performance. Preparing reports and projections based on this analysis. Establishing and evaluating profit plans. Identifying trends in financial performance and providing financial models and recommendations for improvement. Work together as a team with other members of accounting and contracts group to review financial information and forecasts and achieve better processes and procedures. Perform other duties as assigned by the Controller and/or Contracts Manager. REQUIRED SKILLS AND QUALIFICATIONSMust be eligible for and able to obtain a U.S. government Top Secret security clearance with SSBI and SCI access (TS/SCI)
U.S. Citizenship is required. Bachelor's degree in with emphasis in finance, accounting, or related discipline. Proficiency with Excel and/or equivalent accounting software. Thorough knowledge of basic accounting procedures and principles including invoicing. Experience with Generally Accepted Accounting Practices (GAAP).Experience with general ledger functions and month‑end/year‑end close procedures. Attention to detail, deadline‑oriented, self‑starter, excellent organizational skills, and ability to thrive in a rapid growth and fast‑paced environment.
PREFERRED QUALIFICATIONS:
Seven to ten (7-10) years of relevant experience with DOD/IC program financial management. Experience with project and expense status, reporting and forecasting. Active TS/SCI security clearance.
Salary Range:
