- Provide strategic leadership and oversight to the three main programs in the division.
- Prepare and manage the operating and capital budgets for all the division's personnel, equipment, tools, materials, and contracts.
- Oversee asset management, performance monitoring, and reporting to ensure all traffic engineering assets are maintained in a state of good repair.
- Develop strategic plans to ensure the traffic control system is the most advanced, efficient, accommodating, and safe for Raleigh residents and commuters, including persons with disabilities.
- Ensure programs are in place to comply with federal and state mandates.
- Assist other divisions and departments with technical expertise and review all projects and plans that impact division assets.
- Collaborate with NCDOT on a weekly basis and coordinate with NCDOT and other regional partners on long-term plans for signal system expansion
- Typical Qualifications
- Bachelor's Degree in Civil Engineering or related Engineering field; 5 to 7 years' experience in engineering, construction management or related workORAny equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
- Licenses or Certifications:
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
- Professional Engineering (PE) Registration
- Civil engineering principles and practices
- Specialized equipment relevant to area of assignment
- Contract administration and development
- Project management principles and practices
- Strategic planning
- Principles and practices of procurement and budgeting
- Critical thinking and problem-solving methods and practices

- Technical writing
- Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, databases, and spreadsheet applications
- Supervisory principles, practices and techniques
- Skill in:
- Analyzing and facilitating the resolution of complex problems requiring multi-department cooperation
- Providing consultation and serving as a department liaison
- Identifying engineering-related deficiencies and implementing solutions
- Managing and overseeing capital projects, processes and functional operations
- Developing effective work teams and motivating individuals to meet goals and objectives
- Ability to:
- Speak before public audiences and conduct presentations
- Work within a group to organize and prioritize work
- Exercise initiative and use sound judgment to solve problems within established parameters
- Problem solve and prioritize tasks while working under the pressure of deadlines
- Provide knowledgeable, technical guidance and advice to City staff, other government agencies, private businesses and citizens

- Work is typically performed in an office or similar indoor environment. Employees may occasionally work in an outdoor environment, street environment, construction site, or in a vehicle.
