Minimum Qualifications:
Possession of a baccalaureate degree in Education, Agriculture, Communication, Business, or related fields or related field and 0 year(s) of progressively responsible professional experience in N/A; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Functional knowledge of principles, practices and techniques in the area of outreach and/or community program demonstrated by knowledge, understanding and ability to apply concepts, terminology.
Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with outreach and/or community program.
Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of outreach and/or community program.
Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
Demonstrated ability to operate a personal computer, apply word processing software.
Supplemental Minimum Qualifications:
Ability to travel independently to various geographical locations in a timely manner. Requirement may be fulfilled by a valid Hawaii Driver's license (class 3), comparable driver's license, or other means of transportation, which meets position needs.
Ability to lift, carry, or otherwise move supplies and equipment up to 40 pounds, with or without assistance or utilizing appropriate methods (e.g., carts, dollies, or team lifts).
Ability to meet requirements for working with minors.
Ability to work non-standard hours to conduct and attend evening and weekend programs, activities, and meetings as needed.
Desirable Qualifications:
Advanced knowledge and understanding of Human Development, Education, Agriculture, Youth Development, or related disciplines, including current theories, practices, and research.
Demonstrated ability in designing, implementing, and evaluating 4-H Youth development programs with measurable outcomes.
Strong skills in volunteer organization, recruitment, training, and management.
Expertise in program marketing and promotion, including social media strategies, community outreach, and partnership building.
Demonstrated ability to plan, present, and effectively implement educational programs, classes, trainings, or workshops tailored to diverse audiences.
Experience with livestock, horse, and/or youth shooting sports educational programming.

Duties and Responsibilities:
*Provides guidance and support for daily operations involved in the planning, implementation, and delivery of Hawaii County 4-H programs following 4-H program guidelines.
*Provide guidance and support to the East Hawaii County 4-H Program events, day camps, community outreach, activities, programs, workshops, and presentations. Support of the larger Hawaii County 4-H Program in accordance with 4-H guidelines and procedures. Events occur at various locations and/or outside of normal business hours including early mornings, evenings, weekends and/or holidays.
Documents 4-H program effectiveness as demonstrated with measurable outcomes.
*Provides training for 4-H Programs based on program and community needs following 4-H program guidelines.
*Provides guidance to support local 4-H Programs and volunteer leaders, helping them develop organizational skills, grow personally, and understand state and county 4-H Program policies.
Communicates with stakeholders while assisting in leadership development and volunteer recognition.
*Identifies necessary resources to support adult volunteer leaders; and organizes volunteers to assist the county 4-H program needs.
*Provides guidance and support to county and statewide 4-H Program affiliate organizations and committees as appropriate.
*Assist to promote, develop, and build on the foundation of new 4-H Programs that are representative of the population.
*Supports the 4-H Program through clubs and activities via phone calls, emails, and in-person visits as needed.
*Provides and supports the community with information on, and access to, 4-H Program curricula and resources following 4-H program guidelines.
Assists UH CTAHR faculty members to develop positive youth development skills in youth and volunteers following 4-H program guidelines.
Supports the 4-H program through online resources such as county websites, social media, newsletters, and other digital platforms following 4-H program guidelines.
*Provides communications about 4-H Program, activities, and events with 4-H Program faculty, stakeholders, and volunteers to help maintain or improve the quality of the 4-H program.
Transports equipment and materials for events and other 4-H Program activities.
