State Job Description: Program Specialist IIIState Pay Group: B19Telecommuting Eligibility: 2 Days per WeekCell Phone Stipend: N/AGeneral Description Performs complex (journey-level) social services and benefit enrollment work carrying out the daily operations and activities of the division' Benefit Enrollment Center (BEC) program. The BEC program helps low-income, Medicare-eligible seniors and persons with disabilities identify and apply for benefits programs, including Medicare Part D Extra Help/Low-Income Subsidy, Medicaid Savings Programs, Medicaid, SNAP, and LIHEAP: Low-Income Home Energy Assistance Program. Work involves collecting, preparing, reviewing, and analyzing case data used to determine client eligibility for financial and/or social services. Work requires the application of specialized program knowledge and service skills used to develop a plan of action. Work involves advising and assisting clients in filing claims for benefits. As the lead staff member for this program, this position is also responsible for planning and executing outreach events, and assisting with program planning and support, policy development, technical assistance, and project oversight consistent with the requirements of the grant and other project deliverables. Works under general supervision with moderate latitude for the use of initiative and independent judgment.
Essential Functions: Essential duties and functions include the following. Other related duties may be assigned. Interviews clients or their authorized representatives to gather information used in determining client eligibility for financial, medical, and/or social services via telephone or in person; this may involve a home visit, if requested. Provides explanation of program benefits and requirements to clients, provides description of other community services available to clients and makes referrals to other internal or external agencies for assistance. Provides documentation in case records in the manner prescribed by the agency and prepares and submits appropriate reports. Solicits and develops regional partners for collaborations to support agency objectives. Markets program(s) to community and professional groups to encourage participation and interest in project. Provides educational programs or presentations to departments, agencies, civic groups, and the public. Assist with project development, process implementation, and grant reporting, and otherwise assures compliance with grant deliverables and performance requirements. May provide input in the development of program policies and procedures. May interpret program policies and procedures. May exercise initiative, creativity, and judgment in applying and adapting knowledge of human service delivery theories and practices to bring about a solution. Reviews new funding opportunities. Other duties as assigned.
Qualifications: ExperienceAt least 4 years of experience in the human services, insurance, or public benefits field is required.
Education: Graduation from an accredited four-year college or university is required. Certificationsn/aPreferred A bachelor's degree from an accredited four-year college or university with major course work in social services or a related field is preferred. Ability to read, write, and speak Spanish is preferred. Two years of experience with program development, implementation, and oversight, including fiscal management preferred.
