The Strategy Manager serves as a strategic advisor, business finance partner, and execution partner to the Chief Administrative Officer of HCPD. The position increases the CAO's executive capacity by translating complex enterprise and departmental priorities into clearly defined strategies, financially substantiated business plans, coordinated initiatives, accountable implementation plans, and measurable results. Working horizontally across HCPD's leadership structure, the Strategy Manager leads or coordinates priorities that cross functional boundaries, involve Health System and Campus partners, require executive level analysis, or do not reside fully within a single director's portfolio. The Strategy Manager integrates their contributions, strengthens the strategic and financial case for their priorities, and helps align their work with the direction of the CAO and the broader enterprise. A major focus of the role is developing and advancing enterprise business plans and value improvement initiatives. These efforts may involve cost savings, cost avoidance, revenue enhancement, procurement and contract optimization, operational efficiency, shared services, regulatory risk reduction, improved resource utilization, infrastructure planning, and other opportunities that create measurable organizational value. The position provides executive strategy, analysis, and follow through support to the CAO by preparing decision ready information, maintaining visibility into strategic commitments, identifying emerging risks, coordinating cross functional actions, and determining when executive intervention is required.
Minimum Qualifications:
Nine years of related experience, education/training, OR a Bachelor's degree in related area (business administration, healthcare administration, public administration, finance, organizational development, engineering, project management), plus five years of related experience/training.
Advanced knowledge of organizational strategy, strategic planning, business planning, performance management, organizational effectiveness, and complex initiative execution.
Demonstrated experience leading or coordinating cross-functional initiatives in complex, matrixed organizations.
Experience developing business cases, business plans, executive recommendations, implementation roadmaps, governance models, and decision support materials.
Strong financial and analytical capability, including experience evaluating costs, benefits, return on investment, cost avoidance, revenue, operational impact, implementation feasibility, and risk.
Experience assessing and improving governance practices, workflows, reporting processes, decision pathways, accountability structures, or management systems.
Demonstrated ability to identify root causes, develop practical recommendations, establish performance measures, and support sustained implementation.
Demonstrated ability to synthesize complex, incomplete, or inconsistent information into concise, accurate, and decision ready recommendations.
Experience developing organizational goals, performance measures, scorecards, dashboards, or executive reporting frameworks.
Experience integrating strategic, operational, project, and financial information for executive decision-making.
Strong facilitation, negotiation, stakeholder management, and conflict resolution skills.
Ability to establish accountability, manage competing priorities, and maintain momentum across organizational boundaries.
Excellent written and verbal communication skills, including the ability to communicate effectively with executive, operational, financial, technical, and external audiences.
Demonstrated discretion and sound judgment when handling confidential, sensitive, or politically complex matters.
Preferred Qualifications:
Master's degree in business administration, healthcare administration, public administration, organizational leadership, finance, or a related field.
Professional certification such as PMP, Lean Six Sigma, strategic planning, change management, or a related credential.
Familiarity with University of California structures, policies, financial processes, capital programs, or Health and Campus relationships.
Experience in an academic health system, healthcare delivery organization, university, public institution, or similarly complex enterprise.
Experience supporting a senior executive or serving in a strategy, strategic operations, transformation, enterprise initiatives, or executive advisory capacity.
Experience with capital planning, project delivery, facilities, infrastructure, healthcare operations, or enterprise shared services.
Experience with strategic cost reduction, value improvement, procurement optimization, revenue enhancement, or resource optimization initiatives.
Experience coordinating institutional agreements, funds flow models, shared services, or cross entity governance.
Knowledge of organizational effectiveness, operating model design, process improvement, change management, or related practices.
Knowledge of project and program management methodologies, Lean Six Sigma, structured problem solving, and organizational change implementation.

Pay Transparency ActAnnual Full Pay Range: $111,300 - $211,100 (will be prorated if the appointment percentage is less than 100%)Hourly Equivalent: $53.30 - $101.10If employed by the University of California, you will be required to comply with our Policy on Vaccination Programs, which may be amended or revised from time to time.
