Position Summary:
Starting Hiring Range: $49,157 - $60,217, annually Under direct supervision, performs customer service functions to include processing, managing, and maintaining the billing for water and/or sewer, trash, and recycling citizens/customers.
Essential Job Functions:- Receives and processes payments and balances daily cash drawer.
- Answer customer inquiries in person and by phone concerning billing accounts and problems.
- Processes new accounts for water/sewer customers and builders, fire hydrant meter requests, and disconnects.
- Process hardship requests and coordinates and monitors payment arrangements for water customers.
- Processes mail including payments by walk in, backflow registration forms, and backflow test reports
- Processes community service payments for annual food permits, garage sale permits, animal shelter fees, alcohol renewals, and mowing liens.
- Initiates and completes all customer service requests.
- Processes monthly late fees, cutoff fees, NSF fees, water shut off's and responds to inquiries regarding monthly cutoff process.
- Receives, researches, and answers customer inquiries and requests regarding accounts, rates, and services; follows up on customer inquiries to assure satisfactory completion.
- Balances cash drawer.
- Performs all other duties as assigned.
Education and Experience:
High school diploma or GED equivalent is required.
Minimum of two (2) years customer service experience is required.
An equivalent combination of education, training, and experience will also be considered.

This position normally performs the duty assignment after receiving detailed instructions as to methods, procedures, and desired end results with little room for deviation.
Advanced ability to learn and perform basic operational, technical, and office processes.
Ability to regularly interact with others and exchange and receive information, providing effective and tactful customer service, and work independently with a high level of discretion.
Ability to maintain a high level of confidentiality.
Advanced ability to read a variety of materials, handle cash, and deal with system of real numbers, practical application of fractions, percentages, ratios/proportions, and measurement and to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
Advanced ability to be organized and have efficient management of time and deadlines.
Knowledge, skill, and ability to utilize telephone, fax machines, computers, and applicable software daily including, but not limited to, Microsoft Office, Microsoft Outlook, Web RMS, Laserfiche, CAD, INCODE, Neptune 360, Open Edge, Water-smart, and other required software/applications.
Advanced skill level in data entry and preparing accurate reports.
Advanced ability to interact with people in a professional and congenial manner.
Ability to follow instructions, safety practices, and perform work accurately and thoroughly which requires performing multiple tasks simultaneously under time pressures and deadlines.
Ability to establish and maintain effective working relationships. Ability to be punctual and attend work regularly.
Licenses & Certifications:
Must possess and maintain a valid driver's license with acceptable driving record as established by the City of Midlothian driving standards. Work Environment Works primarily in climate-controlled office environment. Position requires light lifting up to 10 pounds. Physical demands are sedentary in nature but include walking, standing, reaching, and bending. Work may cause light fatigue of eyes and fingers because of routine use of motor senses.
