0000000922.PROGRAM MANAGER IV.PERSONNEL/CIVIL SERVICE DEPARTMENT Trending Job Description Performs advanced managerial work overseeing the operational planning, establishment, execution, and evaluation of a program or project typically consisting of a set of closely related subprograms or associated activities; oversees fiscal, operational, administrative, and human resources management of the program; seeks and develops outside funding sources, serves as principal point of representation and liaison with external constituencies on operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise. Responsibilities 1.Plans, develops, implements, coordinates, and evaluates the fiscal, administrative, and operation activities of a program or project(s). 2.Manages and coordinates contracts, grant, and/or state funding; approves and monitors budget expenditures; prepares budget revisions; identifies opportunities to improve the cost benefit for delivery of services; oversees, coordinates, and/or assists with organizational level financial forecasting; develops and manages organizational management key performance indicators. 3.Provides technical and/or professional coordination and leadership in the execution of day-to-day program/project activities, as appropriate to program objectives and area of expertise. 4.Oversees and/or coordinates the collection, compilation, and analysis of program activity data; develops, writes, and presents comprehensive statistical and narrative program reports. 5.Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient operation of the program/project. 6.Designs, establishes, and maintains staffing and an organizational structure to effectively accomplish the program or project function; recruits, employs, trains, supervises, and evaluates program or project staff. 7.Performs other duties as assigned. Qualifications Education, Experience and Training: Education and experience equivalent to a bachelor’s degree from an accredited college or university in a job-related field of study. Four (4) years of professional work-related experience, including three (3) years supervisory experience. Special Requirements/Knowledge, Skills & Abilities: Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Knowledge of developing, implementing, maintaining, and supporting databases and information systems. Must possess a valid Texas Driver’s License, with a good driving record. Physical/Environmental Requirements: Standard office environment. Ability to lift up to 25lbs., unassisted. May require prolonged sitting or standing.
