As the Regulatory Compliance/Permit Manager (Capital Project Lead) you will act as the Owner’s primary interface with governmental bodies, regulatory agencies, and external stakeholders. Working alongside a leading EPC firm, you will establish project governance, mitigate external risks, and ensure this massive capital project moves seamlessly from construction to operational success. Why This Role Matters This isn't just a standard compliance job; it is a high-visibility, strategic leadership position. You will shape the community engagement and regulatory roadmap for one of the largest life sciences manufacturing developments in the country, ensuring long-term GMP compliance and startup readiness.
Key Responsibilities:
Strategic Governance: Establish and manage permitting schedules, tracking systems, and governance processes to hit critical project milestones. Stakeholder Interface: Serve as the main point of contact between the Client, regulatory agencies, utility providers, and local community organizations. Environmental & Regulatory Oversight: Lead approvals for air, stormwater, wastewater, and hazardous materials permits, ensuring integration with engineering and construction teams. Risk Mitigation: Monitor shifting regulatory policies, identify potential project bottlenecks, and execute recovery plans to keep construction on schedule. Vendor & Team Leadership: Direct and evaluate the performance of specialized permitting consultants, PR firms, and environmental support contractors. Social License to Operate: Direct community outreach and public relations initiatives to foster positive local relationships.
Position Requirements
Education:
Bachelor’s degree in Engineering, Environmental Science, Construction Management, Public Policy, Communications, or a related field. Mega-Project Experience: Minimum of 10+ years managing permitting, environmental compliance, or stakeholder engagement on major capital projects—specifically those exceeding $500M Total Installed Cost (TIC).Industry Leadership: Proven track record leading regulatory affairs and infrastructure delivery teams, with a deep understanding of engineering governance and design management. Vendor Management: Demonstrated experience directing external consultants and approving complex regulatory deliverables.
