Job Description: The Project Manager is responsible for managing and directing the daily execution of multiple programs or large-scale projects to ensure contract requirements, cost objectives, schedules, and performance goals are achieved. This role serves as the primary interface with customers and internal stakeholders, providing leadership throughout the project lifecycle from proposal development through project closeout.
Responsibilities
Program & Project Management: Manage and direct the daily execution of multiple programs or large-scale projects in accordance with contract requirements. Lead integrated product teams and facilitate all program meetings, including project kickoffs, status reviews, and closeout meetings. Develop, implement, and manage project plans, schedules, budgets, and resource allocations. Ensure successful execution of contracts and subcontracts while meeting cost, schedule, quality, and performance objectives. Monitor project performance and provide regular status updates to senior management.
Customer & Stakeholder Management: Serve as the primary point of contact for customers on all matters related to contract execution. Provide effective communication, coordination, and collaboration with internal and external stakeholders. Represent the organization during customer reviews, program meetings, seminars, and management briefings. Coordinate with internal departments to resolve contractual, technical, and programmatic issues.
Business Development & Proposal Support: Participate as a team leader in bid and proposal activities. Ensure Request for Proposal (RFP) requirements are accurately addressed during proposal preparation and submission. Identify and pursue new business opportunities in coordination with the Sales Department. Support contract and subcontract negotiations while ensuring compliance with applicable regulations and company policies.
Financial & Schedule Management: Develop and manage program budgets, including labor, material, travel, and purchased services. Perform schedule and cost variance analysis using Earned Value Management (EVM) principles. Track project performance against established milestones and objectives. Implement corrective action plans when project deviations from budget or schedule are identified. Escalate critical schedule, budget, or performance concerns to senior leadership when necessary.
Risk & Compliance Management: Identify, assess, monitor, and mitigate program risks throughout the project lifecycle. Ensure all contractual activities comply with company policies and applicable regulatory requirements, including Federal Acquisition Regulations (FAR).Obtain management approval before implementing decisions that may impact project cost, schedule, or scope. Ensure timely project closeout and proper documentation of all contractual obligations.
Planning & Performance Measurement: Develop leading and lagging performance indicators to measure project success. Establish Bills of Material (BOM) and Basis of Estimates (BOE) for project planning and execution. Support continuous improvement efforts and implementation of project management best practices. Lead program reviews and executive briefings as required.
Required Qualifications: Bachelor's in Project Management, Business Administration or any related field. MBA preferred but not required. Project Management Professional (PMP) certification is a plus. Minimum of 10 years of project management, program management, or related experience. Experience managing complex government, military, defense, or commercial contracts and programs. Demonstrated experience with budgeting, forecasting, scheduling, and risk management. Experience leading cross-functional teams and managing customer relationships. Working knowledge of Earned Value Management (EVM) methodologies. Familiarity with Federal Acquisition Regulations (FAR) and government contracting processes preferred. Advanced proficiency with Microsoft Office Suite. Experience with project planning and scheduling tools. Ability to develop project budgets, statements of work, and project performance metrics.
