About the role

The City of Muskegon is seeking a senior human resources leader to serve as Civil Service Director and Director of Human Resources. You will coordinate and oversee recruitment, testing, and certification processes and advise the city’s leadership on personnel matters. Under general administrative direction, you will plan and direct daily HR operations, manage staff and contractors, and help shape policy, practice, and implementation across departments.
