About the role
- Oversee all aspects of LIHTC Compliance for all LIHTC financed properties.
- Conducts semi-annual audits of all compliance paperwork at communities.
- Reviews and approves all Move-in compliance paperwork for all new move-ins prior to move-in date.
- Reviews all resident re-certifications for accuracy and compliance
- Assist Owners with due diligence, as necessary to purchase a new community.
- Monitors all compliance and reporting regarding Tax Credits, Bonds or Lender/Investor requirements.
- Assist in developing Policy & Procedures regarding Compliance on an ongoing basis. Set up good practices to ensure that Managers are referring to the manual and make suggestions for changes when necessary.
- Ensure that all compliance policies are in place to operate the community at the most efficient manner possible to ensure the highest quality care to our residents.
- Attend monthly Manager Meetings to review the status of each community and to discuss compliance issues as necessary
- Provide a solid base and referral source for ongoing employee training and oversee documentation of such training.
- Review monthly Compliance for Vital Factor consideration.
- Responsible for all training regarding compliance issues including YARDI Property Management software.
- Attend bi-weekly staff meeting.
- Involved in Hiring, Training, Counseling and Terminating all management employees regarding Compliance
- Other duties as assigned.
- Provide leadership, coaching, development, and accountability for Compliance Department staff and compliance functions across multiple properties.
- Partner collaboratively with Operations and other departments to identify practical, solution-oriented approaches to compliance matters while maintaining regulatory requirements.
- Directly supervise, support, and develop the Compliance Manager and Compliance Department staff, including workload oversight, performance expectations, accountability, training, and professional development.
- Review applicable regulatory requirements, notices, guidance, regulatory agreements, and program updates, and ensure necessary compliance changes are implemented across the portfolio.
- Prepare, review, and maintain property rent schedules, rent limit schedules, and utility allowance schedules to ensure compliance with applicable program and regulatory requirements.
- Oversee and coordinate Section 504 and reasonable accommodation compliance matters, including working with Operations, ownership, and other applicable parties to ensure requests are handled consistently and in accordance with regulatory requirements.
- Review and coordinate HUD/Section 8 contract renewals, subsidy-related renewals, and other required compliance submissions, including monitoring deadlines and ensuring timely completion.
- Serve as a primary compliance liaison with CTCAC, HUD and other regulatory agencies, ownership groups, and agency representatives regarding compliance matters, audits, submissions, renewals, and regulatory requirements.
- Establish and maintain a department wide compliance calendar to monitor regulatory submissions, contract renewals, audits, inspections, reporting requirements, and other critical deadlines, and ensure required items are completed accurately and timely.
- Oversee responses to regulatory agency, investor, lender, and owner audits and inspections, including review of findings, development of corrective action plans, timely responses, and follow-through through resolution
- Oversee compliance activities related to new property takeovers, acquisitions, lease-ups, and initial certifications, including review of regulatory requirements and coordination with Operations, ownership, and regulatory agencies.
- Monitor Compliance Department workload, priorities, turnaround times, and outstanding items to ensure commitments made to clients, regulatory agencies, Operations, and ownership are completed within established deadlines.
