About the role

Pending CalHR Approval. Under the general direction of the Chief of the California Justice Information Services Division (CJIS), the Program Assistant Chief will direct the development and implementation of policies and programs of the business operations bureaus (Bureau of Criminal Information and Analysis (BCIA) and Justice Data and Investigative Services (JDIS)). The CJIS Program Assistant Chief will serve as a program expert and provide direction and policy guidance regarding JDIS and BCIA, while also collaborating with the CJIS Information Technology (IT) Assistant Chief. The incumbent will work with the IT Assistant Chief to bridge the gaps between the division's program operations that focus on criminal justice information analysis and the IT bureaus. The incumbent will develop, implement, and amend policy and procedures and provide guidance and direction to BCIA and JDIS staff related to projects, outreach and criminal justice information initiatives. The Program Assistant Chief will represent the CJIS division and the CJIS Division Chief at meetings involving federal, state and local matters related to criminal justice information programs. A.Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate: Experience with the development and implementation of policies and procedures related to criminal justice operation programs. Experience reviewing new and/or proposed criminal justice information related legislation to provide impact analysis and recommendations on changes to policies and procedures. Experience in managing and supervising a large professional staff consisting of analytical and administrative employees. Experience providing executive-level consultation and policy guidance on matters related to criminal justice information. Ability to communicate effectively, both in writing and verbally, and present complex information clearly to diverse audiences. Experience creating a clear vision and goals for the management of regulatory programs at a senior management level or higher.
