Job Summary: The Chief External Affairs Officer will manage legislative and regulatory advocacy efforts under the direction of the President/CEO and other senior leaders to identify, negotiate and achieve public policy changes in legislative and regulatory initiatives at the federal, state and local levels of government. The Chief External Affairs Officer will support the development of legislative priorities of greatest importance to CarolinaEast and execute advocacy strategies in collaboration with internal and external partners. In collaboration with departments across the health system, the Chief External Affairs Officer will help to identify, monitor, and articulate CarolinaEast's position on key legislative, regulatory, and policy issues. The Chief External Affairs Officer will have knowledge of health care reimbursement and payment reform, understanding of the legislative process and advocacy strategies, expertise in health policy issues, and knowledge of policy issues unique to health systems. Minimum Requirements: Bachelor's degree required, master's degree in health or business-related field, i.e., MHA, MPH, MBA, preferred. 5-7 years of related work experience, preferably in a healthcare environment; experience specific to health systems, in the state legislature, or in other policy-based position(s). Health policy experience including in-depth knowledge of health care reform, payment reform initiatives and the legislative process in North Carolina is required. Strong verbal and written capabilities; Strong organizational and project management skills. Deliver outstanding customer service that upholds CarolinaEast's Standards of Excellence.
