Sterling Engineering is partnering with a global organization to hire a Regional Human Resources Manager to lead HR strategy and operations across the United States and Canada. This is a highly visible leadership role supporting a complex, multi-location workforce and partnering closely with Operations, Finance, Safety, Legal, project leadership, and Global HR. The Regional HR Manager will oversee employee and labor relations, payroll governance, benefits and retirement programs, compliance, HR operations, workforce planning, HR systems, and team development.
What You'll Do: Lead regional HR strategy and day-to-day HR operations across the U.S. and Canada. Serve as the escalation point for complex employee relations matters, investigations, disciplinary actions, performance issues, and terminations. Lead and develop the HR team supporting payroll, benefits, retirement plans, recruiting, and labor relations. Oversee U.S. and Canadian payroll controls, tax compliance, reconciliations, audits, and vendor relationships. Provide oversight of U.S. health and welfare benefits, 401(k), Canadian benefits, and Canadian pension programs. Lead annual benefit renewals and open-enrollment strategy and implementation. Support union and field employees, including certified payroll, prevailing wages, fringe benefits, union remittances, and audit requirements. Ensure compliance with federal, state, provincial, and local employment requirements across the U.S. and Canada. Lead HR/payroll system implementations, enhancements, integrations, and process improvements. Partner with leadership on workforce planning, organizational design, compensation, succession planning, and organizational change. Manage relationships with payroll providers, benefit consultants, brokers, retirement-plan providers, auditors, legal counsel, and HR technology vendors.
What We're Looking For: 7+ years of progressively responsible Human Resources experience.3+ years of HR management, supervisory, or functional leadership experience. Experience supporting employees and business operations in both the United States and Canada. Strong knowledge of employee relations, HR operations, employment compliance, payroll, benefits, and retirement plans. Experience handling complex investigations, disciplinary actions, terminations, and other sensitive employee relations matters. Experience overseeing payroll controls, tax compliance, reconciliations, audits, and payroll vendors. Knowledge of U.S. health and welfare plans, 401(k), Canadian benefit plans, and Canadian pension programs. Experience leading benefit renewals and open enrollment. Experience supporting union labor, certified payroll, prevailing-wage requirements, fringe benefits, union remittances, or union audits. Experience leading teams and implementing or improving HR and payroll systems. Strong analytical, organizational, communication, judgment, and decision-making skills.
Preferred: BackgroundExperience within construction, infrastructure, manufacturing, engineering, or another multi-location field environment is highly desirable. Experience supporting both union and nonunion workforces, multi-state/multi-province operations, or a global organization is also preferred.
