About the role
The Vermont Department of Public Service seeks a Director of Finance & Economics to lead financial and economic analyses supporting utility regulation and rate-setting decisions. This position reports to the Commissioner, supervises two financial assistants, and provides expert testimony on utility rates before the Vermont Public Utility Commission. The role involves complex assessments of utility finances, cost-of-service analyses, and determination of whether proposed rates are just and reasonable under various ratemaking standards.
Key qualifications:
Bachelor's degree or higher in finance, accounting, economics, or related field
Five or more years of experience in finance and/or economics in a regulated operating environment
One or more years of supervisory experience
Deep knowledge of utility cost-of-service principles and financial accounting
Strong understanding of micro and macroeconomic principles in utility regulation
Excellent communication and collaboration skills with ability to present complex technical information
