About the Role: The Department of War (DoW) Budget PPBE Subject Matter Expert (SME) provides senior-level expertise to financial management leadership across all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process. This role serves as a trusted advisor on budget formulation, justification, and execution for assigned appropriations and Program Elements (PEs), with a strong emphasis on leveraging the One Stream platform to modernize budget data management, automate reporting, and improve the speed and accuracy of financial decision-making.
What You'll Do: Serve as the subject matter expert on the PPBE process, advising government leadership on DoW planning, programming, budgeting, and execution policy and procedures. Lead development of Program Objective Memorandum (POM) and President's Budget (PB) submissions, including budget exhibits, justification materials, and supporting analyses. Analyze program and budget issues, prepare issue papers, and develop courses of action to support resource allocation decisions. Support reprogramming actions, Congressional marks and appeals, and responses to fiscal or programmatic changes. Interpret and apply fiscal law, appropriations rules, and DoD Financial Management Regulation (DoD FMR) guidance. Mentor junior analysts and promote consistent, repeatable PPBE practices across the team. One Stream Budget Formulation & Systems Support Serve as the functional lead for One Stream-based budget formulation, planning, and reporting activities. Build, maintain, and enhance One Stream cube views, dashboards, workflows, and reports to support PPBE cycle requirements. Support data integration and validation between One Stream and authoritative DOW financial systems. Translate PPBE business requirements into One Stream functional requirements and partner with technical teams on configuration, testing, and deployment. Develop user guides and training materials and provide end-user support to promote adoption of One Stream across stakeholder organizations. Budget Execution & Financial Analysis Track and analyze funds execution for assigned PEs, including allocations, commitments, obligations, and expenditures. Monitor progress toward Navy execution benchmarks, identify execution risks, and recommend corrective actions. Provide financial status assessments and execution forecasts to inform leadership decision-making. Support mid-year reviews, quarterly execution reviews, and formal program financial reviews. Reporting & Stakeholder Coordination Develop recurring and ad hoc reports, data visualizations, and briefing materials for senior leadership using One Stream, Advana, and related tools. Brief senior leaders on budget status, PPBE milestones, and emerging issues. Coordinate with government stakeholders across the DOW agency leads, and resource sponsors to resolve programmatic and financial issues impacting budget performance.
Required Qualifications: Active SECRET security clearance. Bachelor's degree in Finance, Accounting, Business, or related field (Master's preferred).Minimum 8 years of DoD financial management experience, with significant PPBE experience at the Secretariat, SYSCOM, or HQ level. Expert-level knowledge of the PPBE process, including POM and PB development, budget justification, and budget execution. Demonstrated hands-on experience with One Stream for budgeting, planning, forecasting, or financial reporting. Strong working knowledge of DOW appropriations, fiscal law, and the DoD FMR.Advanced Microsoft Excel skills; ability to develop and maintain complex financial models and spreadsheets. Ability to prepare clear, concise financial briefings and presentations for senior leadership.
Preferred Qualifications: 12+ years of DoD financial management and budget experience. Experience implementing, configuring, or administering One Stream in a federal or DoD environment; One Stream certification a plus. Detailed understanding of budget formulation and execution across multiple appropriations, including Operations & Maintenance, Procurement, Research, Development, Test & Evaluation, and Military Personnel. Experience with government financial management systems, including ERP, PBIS, Advana, and SNaP-IT.Strong proficiency in Microsoft Power Point and Word; familiarity with Power BI or other data visualization tools. Certified Defense Financial Manager (CDFM) certification or DoD Financial Management Certification (Level 2 or higher).Status: Contingency - This work is contingent upon award.
