Job DescriptionThe NYC Financial Information Services Agency-Office of Payroll Administration (FISA-OPA) seeks to hire a Computer Systems Manager (NM) for the CityTime Business Payrules Operations Support Team. Under direction of the CityTime Payrules Support Manager, and with some latitude for independent initiative and judgement, the selected candidate will serve as a seasoned Business Analyst. This individual should have exceptional research, analytical skills with robust technical background.ResponsibilitiesBusiness requirements gathering & analysis Read, comprehend, and decipher contractual documentation as well as City policy documentation Lead meetings with stakeholders (i.e., Timekeepers, Managers, Directors, Assistant/Associate Commissioners, etc.) Documentation of meetings Documentation of business requirements Design analysis Perform design analysis to determine how new requirements will be incorporated into the functional and/or technical design of the functional system Functional requirements gathering & analysis Review finalized business requirements with functional teams (i.e., Functional Analysis, QA, Development, etc.) Review and assist with the documentation of the functional requirements Review and assist with documentation of test case scenarios Review and assist with documentation of technical design Implementation: Perform "smoke tests" prior to rules being deployed to the production environment Create and distribute communications (i.e., bulletins, emails, etc.) to stakeholders prior to the rules being deployed to production to ensure ample preparation time Support NYC Office of Labor Relations; Union inquiries; Agency inquiries; Grievance support; Provide support to agencies; Provide answers to inquiries Preferred Skills Excellent analytical skills Excellent critical thinking skills Logic-based thinker Excellent communications skills Excellent writing skills Excellent computer skills Microsoft Excel Microsoft Word Microsoft Visio SQL Knowledgeable in payroll & timekeeping Must currently be permanent in the civil service title of Computer Systems Manager (or comparable title) Qualifications A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.Additional Information:#O-95 Hours/Shift: 35 Hours/Day Shift.
