Position Overview: We are hiring a Program Managers to serve as strategic coordinators for state agency initiatives — not day-to-day project managers. These roles help agencies plan, sequence, and navigate the process from early project ideation through procurement, working backwards from an agency's goals to identify when contracts need to go before governance boards, when RFIs are needed, and when procurement needs to be engaged. Program Managers will also evaluate agency program and project maturity and help break large, multi-year agency efforts into well-scoped, discrete pieces of work.
Key Responsibilities: Serve as a strategic partner to state agencies, helping them navigate governance (contract board submissions, RFIs, procurement engagement, etc.) rather than requiring agencies to master the governance framework themselves. Break large, multi-year agency initiatives into discrete, well-scoped efforts (e.g., requirements generation, vendor procurement/sourcing, and architecture/design/build/test/evaluate phases) rather than managing an entire program as a single undifferentiated project. Assess and track agency program/project maturity across areas such as planning, procurement/sourcing, execution, and staffing, and communicate how a proposed investment compares to an agency's demonstrated capability. Flag governance risk early and advise COE and agency leadership on what needs to change before a project can responsibly move forward. Operate proactively — flagging upcoming needs (e.g., anticipated subject matter expert requirements) well in advance — and reactively, stepping in quickly to help write contracts, staff an effort, and stabilize a struggling initiative. Support procurement and vendor sourcing activities tied to agency initiatives. Translate governance requirements and strategic vision into clear, actionable plans for both agency stakeholders and leadership.
Required Qualifications: State government experience, ideally as a Program/Project Manager at a Virginia state agency (e.g., DMV or similar).PMP certification. Background in risk management. Overseeing a Public Sector project over 5 Million Dollars or Private Sector Project over 10 Million Strong critical thinking and communication skills. Preferred / Nice-to-
Have Qualifications: Experience using or implementing AI tools. Private sector experience in addition to state government experience. Additional Notes Contract position Given the limited pool of Richmond-area candidates with both state agency and governance experience, strong governance/process fit should be weighed alongside PMP and formal state tenure. Rate card classification is still being finalized on the client side; competitive Richmond-market rates apply.
