Job Details Position Type: Full‑time, salaried with benefits Salary Range: $95,000-$130,000 Hours: 40 per week, Monday‑Friday Travel: Location: San Diego, CA (onsite) Position Overview We are seeking a Senior Financial Management Analyst/Consultant to support PEO C4I / NAVWAR Command clients in San Diego, CA. This role involves delivering high‑impact financial management and accounting support to U.S. government clients. You will work both independently and collaboratively within a consulting team, supporting day‑to‑day financial operations and long‑term strategic planning. Key Focus Areas Supporting complex Planning, Programming, Budgeting, and Execution (PPBE) and programmatic initiatives Developing, executing, and monitoring DoD budgets and annual financial spend plans Conducting account reconciliations, variance analyses, financial tracking, reporting, budgeting, and forecasting Advising client leadership on critical financial and operational decisions Responsibilities Enter and maintain accurate financial data in government systems (e.g., Navy ERP, Standard Procurement System, and successor systems) Assist with budget formulation, cost management, and variance analysis Measure organizational performance and assess program and policy impacts on funding Research financial and economic trends affecting program execution and spendingEnsure compliance with policies, regulations, and guidelines governing budget formulation and execution Manage multiple funding types and coordinate with cross‑functional stakeholders Prepare and brief financial reports, budgets, analyses, and executive‑level summaries Develop recommendations and courses of action (COAs) to resolve financial issues Interpret and apply financial management policies, regulations, and strategic objectives Desired Skills & Experience Excellent written and verbal communication skills Ability to perform effectively in fast‑paced team environments and independently Strong analytical and problem‑solving skills with minimal supervision Proven ability to quickly learn new systems, processes, and tools High attention to detail and accuracy Advanced Excel proficiency (used daily) Proficiency with Microsoft Office (PowerPoint, Word, Access, Outlook) Experience using data visualization tools (e.g., Power BI, Tableau) Familiarity with Navy Enterprise Resource Planning (N‑ERP) preferred Qualifications Bachelor’s degree from an accredited institution 7+ years of Navy/DoD financial management or relevant federal consulting experience Strongly preferred: Department of the Navy (DoN) experience, including accounting, consulting, finance, NAVWAR financial systems, and PPBE processes Ability to obtain a SECRET government security clearance (TS/SCI may be required for certain projects) Certified Defense Financial Manager (CDFM) certification preferred Equal Employment Opportunity Artemis Consulting, LLC is an equal opportunity employer.
