Position Summary: The Director of Government and Legal Affairs is the organization's primary liaison to federal, state, and local governmental bodies and supports the organization's legal, risk management, and compliance functions. This senior role collaborates with the business team on strategy and pursuit of governmental grants, funding, contracts, and procurement opportunities; develops and executes legislative advocacy strategies; cultivates relationships with elected officials and regulatory agencies; manages outside legal counsel; and ensures the organization operates within applicable laws and regulations.
Qualifications: Required Bachelor's degree Minimum 7 years of professional experience, heavily prioritizing time spent working and advocating on Capitol Hill. Experience collaborating with business team members on government grant proposal writing, pursuing procurement opportunities, and securing governmental contracts, with advocacy resulting in revenue generation. Established, trusted bipartisan connections with members of Congress, key congressional staffers, and the broader D.C. policy ecosystem. Experience with lobbying registration and reporting requirements at the state and federal levels. Deep, working knowledge of the U.S. congressional regulatory process and appropriations. High-level political awareness and discretion when managing sensitive client strategies or information. Licensed lobbyist. Experience advocating for technology industry businesses is a plus. Preferred Juris Doctor (J.D.) from an ABA-accredited law school and active bar admission in good standing. Undergraduate degree in Political Science, Public Policy, Government, Economics, Business Administration, Communications, or a related area.
Key Responsibilities: Company Advocacy & Governmental Affairs Collaborate with the business team on strategies to advance the Company's business goals, including grant proposals and bid writing, and advocate in support of those efforts with governmental bodies. Develop, implement, and lead the organization's comprehensive government affairs strategy at the federal, state, and local levels. Educate and persuade lawmakers, regulatory agency officials, and staff to support legislation favorable to the organization and oppose detrimental policies. Monitor and analyze pending bills, public hearings, and regulatory changes at all levels of government to assess potential impacts. Build, maintain, and leverage a strong network of contacts among legislators, committee staff, administration officials, and coalition partners. Represent the organization before legislative committees, regulatory bodies, and government agencies, and prepare and deliver testimony as required. Research, draft, and present comprehensive policy briefs, position papers, testimony, and legal summaries for legislative hearings and executive briefings. Identify and collaborate with aligned trade associations, non-profits, and interest groups to strengthen advocacy campaigns and maximize impact. Ensure strict adherence to all ethical standards and government transparency laws by filing timely lobbying registration and disclosure reports. Executive Leadership & Collaboration Advise the executive team and board on policy developments, regulatory changes, and legal matters that affect organizational strategy and operations. Supports legal department, including contracts, compliance, and intellectual property management. Serve as a member of the senior leadership team, contributing to organizational strategy and decision-making. Work with the General Counsel on developing and managing the department budget, and track expenditures against approved allocations. Collaborate with communications, finance, business operations, program, and development teams to ensure policy and legal alignment.
