Position Description: Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.
Essential Duties: Transportation Engineer I: Assists in overseeing construction project traffic control plans; periodically reviews traffic control devices with Area Engineers. Conducts pre-construction meetings and public hearings Coordinates and/or monitors assigned projects/programs/plans. Investigates and responds to public complaints on traffic signals, signs, railroad crossings, pavement markings, traffic management systems or other traffic related items. Leads/Trains professional and administrative staff. Makes presentations and represents TxDOT. Monitors contractors' compliance with plans and specifications. Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions. Resolves differences between contractors and inspectors. Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal. Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests. Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for transportation projects. Other duties as assigned. Transportation Engineer II: In addition to competencies listed above. Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation. Assists Area Engineers with construction contract administration matters. Coordinates with Area Engineers and reviews area office contract submissions. Other duties as assigned Transportation Engineer III In addition to competencies listed above. Develops plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives. Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible. Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects. Other duties as assigned. Transportation Engineer IV In addition to competencies listed above. Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals. Serves as project/team leader for highly complex projects related to enterprise CPM scheduling and resource management. May serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members' career conversations; and approving leave requests to ensure operations coverage. Other duties as assigned.
Minimum Qualifications
Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience: Transportation Engineer I: 4 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Transportation Engineer II: 5 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Transportation Engineer III: 6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Transportation Engineer IV: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Licenses and Certifications for all levels: Valid driver's license. This position requires driving a state vehicle. Licensed Prof Engineer* *Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
