This role ensures integrated control of scope, budget, and schedule across engineering, procurement, construction, and tool installation activities.The position serves as the Amkor's single point of accountability for project controls, providing real-time visibility into project performance, forecasting, and driving corrective actions to maintain alignment with funding, schedule milestones, and business objectives.ResponsibilitiesDevelop and implement a Project Controls Execution Plan (PEP) aligned to project delivery strategyEstablish standardized processes for:Cost estimate and budget developmentCost management, including GMP structure and SOV establishment with contractorsScheduling & progress measurementChange controlRisk managementDefine governance structures, reporting, and escalation protocolCost Management & ForecastingOwn the total project budget, commitments, and forecast-to-complete (FTC)Manage oversee the development and structure of cost estimatesEstablish project budgetGMP tracking and buyout alignmentOwner direct procurement (ODP) trackingOwner contingency establishment and drawdown strategyLead monthly cost forecasting and variance analysis with clear drivers and mitigation actionsEnsure alignment between cost reporting and funding milestonesSchedule OversightOversee the development and maintenance of an integrated master schedule across:DesignProcurementConstructionTool install & startupValidate contractor schedules and logic against critical path and milestone requirementsImplement schedule integrity checks (float analysis, logic validation, resource loading)Lead weekly schedule reviews and recovery planning sessionsProgress Measurement & Performance ReportingDevelop a quantifiable progress measurement system (earned value or equivalent)Establish KPIs for executive level reporting:Schedule performance (SPI)Cost performance (CPI)Productivity and installation ratesDeliver executive dashboards with:Variance analysisTrend forecastingRisks - tied to key milestonesChange Management & ControlsEstablish and enforce a change control process across all stakeholdersIn coordination with Program Manager - Track and manage:RFIs with cost/schedule impactChange orders and potential changesDesign evolution vs. budget baselineEnsure changes are quantified, approved, and fully integrated into cost/schedule forecastsRisk ManagementLead identification, quantification, and tracking of project risks and opportunitiesMaintain a risk register linked to:Cost contingencySchedule floatDrive mitigation planning and monitor effectivenessStakeholder CoordinationInterface with:General contractorsDesign teams (A/E)Tool vendors and owner suppliersInternal stakeholders (Finance, Procurement)Ensure alignment between project controls data and decision-making at executive levelMinimum QualificationsExperience10–20+ years in:Project controls on large-scale industrial or manufacturing projectsSemiconductor facilities (Fab, OSAT preferred)Proven experience managing:Multi-billion-dollar capital projectsIntegrated cost and schedule systemsStrong background in:EPC / GMP project environmentsCleanroom and process utility-intensive projectsTechnical KnowledgeAdvanced expertise in:Cost management systems and forecasting methodologiesPrimavera P6 (or other scheduling tools)Working knowledge of:Semiconductor facility construction sequencing/costsLeadership CompetenciesAbility to challenge contractor assumptions and dataExecutive-level communication and reporting capabilityAbility to synthesize complex data into decision-ready insightsHigh level of rigor, accountability, and attention to detailKey DeliverablesProject Controls Execution Plan (PCEP)Integrated Master Schedule (IMS)Monthly Cost Forecast & Variance ReportExecutive Dashboard (Cost/Schedule/Risk)Change Control Log & Forecast Impact ReportsRisk Register with Quantified ExposureLocation: This position will be based at the Arizona Tempe and Peoria sites during the Construction phase and will transition to Peoria for management during the Factory Operation phase.Amkor is proud to be an Equal Opportunity Employer.
