ABOUT THE POSITION:
Under general direction of the Fire Chief, the Fire Administration Division Manager directs, manages, supervises, and coordinates the programs and activities of the Fire Administration Division; coordinates assigned activities with other District divisions, and outside agencies; performs board clerk activities, advanced-level professional budgeting, grant administration, human resources, payroll, purchasing, and accounting work; plans, organizes, supervises, and reviews the work of assigned staff; and provides highly responsible and complex administrative support to the Fire Chief.
THE DISTRICT
The American Canyon Fire Protection District was founded in 1957. When the City of American Canyon incorporated in 1992, the District was maintained as a subsidiary special district to the City of American Canyon. The District's response area is approximately 15 miles in size and protects a population of 21,605 (not including visitors). Bordered on the south by the City of Vallejo, on the west by the Napa River and on the east by Interstate 80, the District is frequently called upon to provide automatic and mutual aid to multiple agencies in Napa and Solano counties.
The District is staffed with twenty-five (25) career firefighting positions, including the Fire Chief and Assistant Chief, and two (2) administrative support staff positions. Staff providing a high level of Fire Suppression, EMS, and Rescue services to the community is a priority with a multitude of specially developed programs designed to meet this challenge. District programs include representation on regional response teams such as the Napa Inter-agency Hazardous Incident Team (NIHIT), and the Napa Inter-agency Rescue Team (NIRT). Lastly, they are also recognized by the California Office of Emergency Services (Cal-OES) as a Type I US&R single resource ("heavy rescue").
THE IDEAL CANDIDATE WILL: Be a self-starter, with the ability to work independently and with a team.
Plan, direct, manage through individual work and oversight of staff or contractors the administrative operations of the department in finance, budget, human resources, and board clerk functions.
Have knowledge of applicable federal, state, and local laws, rules, regulations, ordinances, and organizational policies and procedures including the Public Records Act, and the Brown Act; human resource management, employee-employer relations, purchasing, and financial reporting.
Be strategic with attention to detail and the ability to adhere to strict deadlines.
Have demonstrated ability to use tact, initiative, prudence, and independent judgment within general policy, procedures, and legal guidelines.
Experience with the principles and practices of supervision, training, and staff management.
Have hands‑on experience and an understanding of all areas of Human Resources from employee relations, recruitment, selection, compensation, employee retention, training and development, performance management, benefits administration, workplace safety, risk management, and workers’ compensation.
Successfully develop, control, and administer the department budget and expenditures.
Oversee and perform accounting and financial support work and ensure accuracy and timeliness; including the analysis of problems, financial data in order to identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Experience with contract negotiation and administration, grant writing and administration.
Principles and practices of program administration and advanced project management and workflow analysis.
Proven research techniques, sources, and availability of information and methods of report presentation, and methods and techniques of advanced statistical and fiscal analysis.
Be experienced in maintaining administrative files including historical legal documents, resolutions, policies, and agreements.
Develop effective working relationships with Board members, member agencies, and business and public groups to gain cooperation and consensus.
Have excellent written and oral communication skills with the ability to communicate in a proactive, approachable, and responsive nature with board members, executive staff, the public, and employees.
Be available to attend Board meetings, prepare minutes and other documents, and direct the publication, filing, indexing and safekeeping of all proceedings of the Board.
Equipment used in modern offices including computers and Microsoft software: Excel, Word, Outlook as they relate to spreadsheets, databases, and word processing.
Experience in fire administration in a public agency is highly desirable.

QUALIFICATIONS
Experience:
Five (5) years of professional administrative and management experience, which must include budget development, contract administration, and financial operations, including two (2) years supervisory experience. Experience working in public sector fire administration is desired.
Education
A bachelor’s degree from an accredited college or university with major coursework in accounting, public administration, business administration, or related field.

Salary: $119,546.04 – $145,303.39 Annually
