About the role

The Chief of Police is Shenandoah's highestranking law enforcement executive, providing strategic direction and administrative oversight for a department of 29 sworn officers and one civilian professional. Reporting directly to the City Administrator, the Chief also serves as the City's Emergency Management Coordinator, overseeing preparedness, response, and recovery. The Chief delivers responsive, professional police services while building a culture grounded in integrity, service, and accountability. Through the command staff, the Chief oversees patrol, criminal investigations, K-9, community resource and outreach programs, evidence and records, the Honor Guard, and other assigned functions. Responsibilities include personnel leadership, recruitment and retention, policy, training, technology, fleet and equipment, budget preparation, and long-range planning.
REQUIRED QUALIFICATIONS: Bachelor's degree in Criminal Justice, Public Administration, Business Administration, or a closely related field. Twelve years of progressively responsible, full-time law enforcement experience, including four years of command-level or senior management experience. TCOLE Master Peace Officer certification and a current Texas peace officer license in good standing. Graduate of LEMIT's Leadership Command College, the FBI National Academy, or another nationally recognized executive law enforcement leadership program. Valid Texas driver's license and the ability to meet all TCOLE licensing and continuing education requirements. Successful completion of background, criminal history, driving record, and drug screening requirements. KNOWLEDGE, SKILLS, AND ABILITIESModern municipal law enforcement practices and administration, including TCOLE licensing, training, and compliance. Texas Penal Code, Code of Criminal Procedure, Transportation Code, and juvenile law. Patrol, investigations, traffic enforcement, crime prevention, and police records and Public Information Act requirements. Municipal budgeting, purchasing, contracts, grants, and capital planning. Emergency management and incident command — the Chief also serves as the City's Emergency Management Coordinator. Leadership that promotes professionalism, accountability, and teamwork, with strong relationships among City officials, partner agencies, and the public.
