About the Role: We are seeking an experienced and strategic Proposal Manager & Writer to oversee and execute the end-to-end proposal lifecycle for federal health IT opportunities. In this dual-role capacity, you will lead proposal strategy, compliance, and color team reviews while simultaneously serving as the primary author for technical, management, and past performance content. You will work closely with executive leadership, Capture Managers, Subject Matter Experts (SMEs), and technical staff to craft compelling, compliant, and winning proposals for federal agencies such as HHS (CMS, NIH, CDC, FDA), VA, and DHA.
Responsibilities: Lead the complete proposal lifecycle from RFP release to final submission, ensuring 100% compliance with Section L, Section M, and evaluation criteria. Develop detailed proposal schedules, compliance matrices, outlines, and storyboards. Facilitate kickoff meetings, daily stand-ups, and formal color team reviews (Pink, Red, Gold Team).Coordinate and manage input from teaming partners, subcontractors, and internal SMEs. Author compelling technical solutions, management plans, transition plans, key personnel descriptions, and past performance citations. Translate complex health IT concepts (e.g., EHR integration, health data interoperability, FHIR standards, cloud migration, legacy modernization, and AI/ML applications) into persuasive narratives. Interview technical SMEs and capture lead staff to extract win themes, discriminators, and technical approaches. Maintain and update a central repository of reusable content, templates, and boilerplates. Conduct rigorous compliance checks, technical editing, and proofreading for consistency, clarity, tone, and visual layout. Ensure proposal graphics, matrices, and tables accurately align with narrative text. Manage final production, assembly, and submission (electronic portals such as eBUY, SAM.gov, GSA, or designated agency portals).
Qualifications
Experience: 3+ years of experience managing and writing proposals in the Federal Government contracting market. Domain Knowledge: Minimum 1+ years of experience specifically within Federal Health IT (e.g., CMS, VA, DHA, HHS, NIH, CDC).Technical Understanding: Familiarity with health IT terminology, frameworks, and standards (e.g., HL7/FHIR, HIPAA compliance, SAFe/Agile software development, cloud infrastructure, FedRAMP).Process Mastery: Demonstrated proficiency in Shipley proposal management methodologies or equivalent framework.
