We are seeking an experienced Civil Project Manager (PE) to lead and grow our Land Development practice. In this role, you will oversee residential, commercial, and mixed-use land development projects from initial feasibility through entitlement, design, permitting, and construction administration. The ideal candidate holds an active Professional Engineer (PE) license and possesses a strong technical background in civil engineering, site layout, grading, stormwater management, and local regulatory permitting. You will serve as the primary client contact, manage multi-disciplinary project teams, and ensure projects are delivered on time, within scope, and on budget.
Key Responsibilities: Lead the planning, design, and execution of site development projects, including residential subdivisions, commercial centers, and site redevelopments. Manage project scopes, schedules, budgets, and billings; prepare fee proposals and negotiate contract amendments. Direct internal design teams (project engineers, designers, CAD technicians) and manage external sub-consultants (geotechnical, environmental, traffic, surveying).Serve as the main point of contact for clients, attendance at public hearings, municipal planning board meetings, and regulatory review panels. Oversee and perform civil site design, including site layout, grading, erosion control, utility networks (water, sanitary sewer, storm sewer), and stormwater management (SWM/BMPs).Perform QA/QC reviews on engineering plans, calculations, reports, and technical specifications to ensure compliance with company standards and local codes. Stamp and sign final engineering plan sets, specifications, and permit submittal packages. Navigate municipal, county, and state zoning and land development approvals (site plans, conditional use permits, subdivision plats).Coordinate directly with reviewing agencies (DOT, environmental protection agencies, local municipalities) to secure necessary permits and resolve review comments.
Qualifications & Requirements: Bachelor of Science in Civil Engineering (BSCE) or closely related discipline from an ABET-accredited institution. Active Professional Engineer (PE) license required (ability to obtain reciprocity in [State] within 6 months if relocating).6–10+ years of progressive experience in civil engineering with a focus on land development projects. Proficiency in AutoCAD Civil 3D, hydroCAD/StormCAD, and standard stormwater modeling software. Deep understanding of local grading, drainage, stormwater management regulations, and utility design standards. Strong project management, team leadership, client-facing communication, and technical writing abilities.
