Services (ESS) is a senior leadership role at Chartis Federal responsible for the strategy, execution, and growth of the company’s Engineering Solutions & Services vertical, including TACCOM, Land Mobile Radio (LMR), and mission-critical engineering services.This leader owns delivery excellence, technical integrity, customer relationships, and financial performance for the ESS portfolio and plays a critical role in expanding Chartis Federal’s position as a trusted engineering and communications partner across DHS and Federal Civilian agencies.The Division Director reports directly to the COO and provides leadership to five Program Managers supporting the ESS portfolio.The role blends technical leadership, operational oversight, program management, and growth strategy, with the expectation that the individual can serve as a hands-on Program Manager or technical authority for select strategic or high-complexity programs when required.Duties and ResponsibilitiesESS Portfolio & Financial LeadershipOwn full P&L responsibility for the Engineering Solutions & Services (ESS) portfolio, including TACCOM, LMR, and engineering services contractsDrive revenue growth, margin performance, forecasting accuracy, and cost discipline across fielded and developmental engineering programsDevelop workforce planning strategies, succession plans, and staffing models to ensure the ESS portfolio maintains the technical talent necessary to support current and future growth objectivesProvide executive oversight for all ESS programs, ensuring performance against technical, schedule, cost, quality, and customer satisfaction objectivesEstablish and enforce engineering-centric program execution standards, ensuring consistency across design, deployment, sustainment, and lifecycle support effortsProgram, Engineering & Team LeadershipLead, mentor, and develop Program Managers, engineering leads, and technical teams within the ESS portfolioEnsure disciplined execution of PMO processes, engineering change control, risk management, and performance reportingServe directly as Program Manager and/or senior technical authority for designated strategic programs, transitions, or technically complex effortsPromote engineering rigor, configuration management, and technical integrity across all ESS activitiesCustomer Engagement & Mission DeliveryAct as executive sponsor and senior escalation point for ESS customersMaintain active engagement with DHS components and other Federal Civilian customers relying on mission-critical communications and engineering solutionsTranslate customer mission needs into practical, executable engineering and communications solutionsBuild trusted-advisor relationships that lead to recompetes, scope expansion, and new taskingStrategy, Growth & Capture SupportServe as the strategic owner of the ESS vertical, aligning execution priorities with Chartis Federal’s long-term growth strategyIdentify, shape, and mature organic growth opportunities across TACCOM, LMR, radio systems, infrastructure engineering, and adjacent mission areasPartner closely with Business Development and Capture teams to define win strategies, engineering solution concepts, staffing models, and pricing approachesProvide technical leadership and credibility during capture efforts, proposals, oral defenses, and executive-level customer engagementsLeadership & Enterprise CollaborationAct as a key member of the Chartis Federal leadership team, contributing to enterprise strategy, operational maturity, and cultureCollaborate with engineering, operations, BD, finance, contracts, quality, and HR teams to scale the ESS portfolio effectively and compliantlyModel accountability, technical excellence, and customer-first leadershipRequirements10+ years of experience in Federal Government Contracting, with substantial experience supporting engineering-intensive programsDemonstrated success managing complex engineering, communications, or technical service portfolios with P&L responsibility for a portfolio in excess of $50M annuallyProven leadership of Program Managers, engineers, and cross-functional technical teamsStrong understanding of Federal acquisition, program execution, compliance, and contract managementBachelor’s degree in Engineering or a closely related technical discipline strongly preferred (or equivalent depth of engineering experience)Ability to travel for customer engagement, program execution, and corporate priorities (~20% annually)Strong executive-level communication skills, particularly when explaining technical concepts to non-technical stakeholdersResults-driven leader capable of balancing hands-on technical oversight with strategic growth and portfolio leadershipPreferred QualificationsDirect experience with TACCOM, LMR systems, RF engineering, communications infrastructure, or mission-critical engineering servicesEstablished relationships within DHS or Federal Civilian mission areas that rely on tactical or operational communicationsDemonstrated ability to grow engineering portfolios beyond a single anchor customerExperience serving as
