Work involves overseeing staff engaged in enforcement, regulatory, licensing, inspections, investigations, staff services, security, or safety education work. May assign and supervise the work of others. Work under limited supervision, with moderate latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES:1. Analyze workloads and plan work schedules.2. Monitor and control allocated budgetary funds, expenditures, and reporting procedures.3. Answer inquiries pertaining to legal, policy, or procedure information and maintain and promote public relations with the general public and various entities.4. Conduct or oversee criminal and administrative investigations.5. Conduct surveillance and background investigations.6. Confer with local, state, and federal law enforcement officers to obtain or provide information concerning criminals and criminal activity.7. Execute court orders and serve warrants and civil processes in the confiscation of assets, property, equipment, or illegal devices.8. Identify, investigate, and interrogate individuals suspected of criminal activity.9. Keep staff informed of changes in departmental policies, regulations and legal interpretations.10. Receive reports of incidents, complaints, or infractions; conduct investigations; prepare reports; and recommend appropriate actions.11. Screen employment applicants to determine eligibility based on meeting minimum qualifications.12. Assist in developing and administering effective training, staff development, and continuing education programs.13. May oversee staff engaged in the enforcement of federal and state laws and regulations.14. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.15. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education Graduation from the Department of Public Safety Training Academy. Graduation from an accredited fouryear college or university with major course work in Criminal Justice, Corrections, Criminology, Police Science, or a related field is generally preferred. Experience Must be a retired commissioned officer who has retired from the Employees Retirement System of Texas and whose last position was as a commissioned officer within the department and attained the rank of Sergeant or higher with the Texas Highway Patrol Division. If applicable, experience serving at the rank of Sergeant or higher within the respective Specialized Unit of the posted position is required. Licensure and/or Certification Must be able to obtain a license as a Texas Peace Officer by the Texas Commission on Law Enforcement. If driving is required, must possess a valid driver license from state of residence. Police Methodology Knowledge of police methods, of traffic and criminal laws and regulations, of investigative methods and practices and admissibility of evidence, of departmental policies and procedures, of federal and state safety rules and regulations, and of court systems and procedures. Investigative Techniques Must have knowledge of investigative principles, techniques, and methodologies. Regulatory Knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Supervisory/Managerial/Leadership Skills Must have excellent skills in interviewing, mentoring, and coaching employees. Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals. Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Research and Comprehension Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner. Analytical Reasoning/Attention to Detail Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Technology (computers/hardware/software/operating systems)Demonstrated proficiency with Microsoft Office Suite (Word, Excel, Power Point, and Outlook), and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Confidentiality and Protected Information Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information. Equipment Use and Maintenance Ability to use and care for firearms, radar an radio equipment, eyetesting equipment, and breath test instruments. Safety Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices. Travel and/or Schedule Availability for afterhour and weekend work is required. A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change. A DPS employee who is selected for a position in their current salary group with a new state titlemay receive an increase of no more than 3.4% over their current salary regardless of posted salary.
