Job Family:Management ConsultingTravel Required:Up to 50%Clearance Required:NoneWhat You Will Do:Guidehouse is seeking a Manager to join our State and Local Government (SLG) practice, specializing in workforce development modernization. In this role, you will lead client engagements focused on labor exchange systems, workforce case management transformation, and service delivery improvement for state workforce agencies.Managers serve as senior delivery leaders and trusted advisors — owning workstreams, managing junior staff, and driving strategy with state agency clients to modernize legacy systems, improve outcomes for job seekers and employers, and implement federal and state workforce programs.Key responsibilities include:Lead end-to-end delivery of workforce development modernization engagements for state labor and workforce agenciesServe as a subject matter expert on labor exchange systems, workforce case management, and American Job Center operationsDevelop and present strategic recommendations, modernization roadmaps, and business cases to state agency leadershipManage project teams, timelines, budgets, and quality of deliverablesSupport business development including proposals, client pursuits, and go-to-market strategy for the workforce practiceBuild and maintain relationships with state agency clients and industry partnersContribute to internal knowledge-sharing, methodology development, and practice growth effortsWhat You Will Need:Bachelor's degree from an accredited college or universityMinimum of 5+ (FIVE) years experience in consulting, public sector operations, or workforce program deliveryDeep understanding of WIOA Title I and Wagner-Peyser program administration, performance accountability, and reporting requirementsDirect experience with state workforce agencies or labor exchange modernization programsStrong understanding of federal workforce legislation and state program administrationProven ability to manage client relationships and lead project teams in a fast-paced environmentFamiliarity with American Job Center operations, one-stop delivery systems, and partner co-enrollment strategiesKnowledge of labor market information (LMI) tools and how state agencies use workforce data for planning and policy decisionsUnderstanding of employer engagement strategies, job seeker services, and case management workflowsExperience supporting or advising on workforce system governance, state plan development, or federal complianceNo sponsorship is available for this positionWhat Would Be Nice To Have:Experience supporting or advising on workforce system governance, state plan development, or federal complianceMaster's degree (MPA, MBA, MS, or related field)Experience with workforce technology platforms such as case management systems or labor exchange platformsFamiliarity with Salesforce-based workforce solutions or AI-driven job matching toolsPrior experience contributing to proposal development, competitive bids, or RFP responses for state government clientsThe annual salary range for this position is $113,000.00-$188,000.00.
