About the role

Sqooasha has provided education and human services since 2017. We are growing our Vocational Rehabilitation programs and our school-based tutoring program, and we are looking for a Program Manager to oversee operations across all of them.The Program Manager will oversee operational execution across Sqooasha's Vocational Rehabilitation (VR) programs, including but not limited to Career Exploration (CE), Supported Education (SE), Job Development & Retention (JDR), Rehabilitation Instructional Services (RIS), and VR Tutoring, as well as our school-based tutoring program under the Arizona Department of Education's tutoring program, and our private tutoring services. This role also includes HR support functions such as onboarding coordination, staff compliance tracking, and document management.The ideal candidate is expected to have experience in program management and coordination, and HR support, and is comfortable using various technology platforms to streamline operations. You will supervise the various programs and staff to ensure all services stay compliant with various VR service, private and school-based tutoring requirements, and report directly to the Founder on performance, risk, and growth opportunities. You will also manage newly added staff as the program expands.In addition to managing existing programs, the Program Manager is expected to actively grow Sqooasha's VR and school-based programs. This includes identifying new partnership opportunities, supporting the recruitment of new schools and referral sources, and helping expand existing programs to serve more clients. As Sqooasha adds new VR programs or service lines, they will fall under the Program Manager's scope. Note that some travel to neighboring AZ cities is required. Mileage reimbursement provided.Performance ExpectationsThis role includes an annual performance review with a 90-day probation period from your start date. Reviews focus on VR program growth, operational efficiency, and compliance quality. Meeting performance expectations secures ongoing employment and growth opportunity.Key ResponsibilitiesProgram Management & CoordinationOversee operational execution across current and future VR programs and STF school-based tutoring, from strategy and pipeline management to daily scheduling, documentation, and session trackingEnsure every program stays within its specific RSA service specifications and ADE STF requirementsBuild and maintain a single operating rhythm across all programs with one set of trackers, one reporting cadence, and one quality barManage school partnership pipeline and relationships for the STF tutoring program; serve as primary point of contact for school administrators and site coordinatorsCoordinate tutor assignments, scheduling, and session tracking for school-based tutoringTrack school program milestones, student progress data, and ADE reporting deadlinesOversee private tutoring operations, including client intake, tutor matching, scheduling, session tracking, and quality assuranceProgram Growth & ExpansionActively identify and pursue new VR program opportunities, school partnerships, and referral sources to grow Sqooasha's service footprintSupport the launch and growth of Sqooasha's private tutoring program, including marketing coordination, client acquisition, and building scalable operational systems for private pay servicesSupport recruitment of new schools for the STF tutoring program and help expand existing school partnershipsAssist in growing VR client caseloads across all programs through outreach, relationship building, and coordination with referral partnersIdentify opportunities to add new VR service lines or programs as demand grows, and help stand them up operationallyTrack and report on program growth metrics, including new partnerships, client counts, service hours, and revenue trendsTechnology & OperationsUse technology platforms to streamline documentation, authorization tracking, reporting-packet assembly, compliance monitoring, and staff scheduling across all programsManage Sqooasha's internal workflow platform(s) for VR and school tutoring, including authorization tracking, session logs, and reporting deadlinesIdentify opportunities to improve efficiency through technology, keeping administrative work streamlined and freeing staff for direct client and student contactHR SupportHandle onboarding documentation and coordination for new staff and contractorsTrack staff compliance, including IVP fingerprint clearance status, DCS background check renewals, DIBS declarations, and handbook acknowledgmentsApprove payroll and timesheets for supervised staff and resolve discrepanciesMaintain staff files, SOPs, templates, and shared resources used across programsSupervise support staff or delegate to support staff as neededStaff SupervisionSupervise part-time program staff and specialists (expected to grow with the VR program)Support recruiting, onboarding, and day-to-day coordination of program staff and subcontractorsMonitor performance, flag issues early, and support corrective actionCoordinate coverage and continuity when staff availability changesCompliance, Documentation & ReportingEnsure written RSA Purchase Authorization is confirmed via the MSP before any service begins on any VR program, no exceptionsEnsure Client Service Plans, Monthly Progress Reports, and Closure Reports are complete, accurate, and submitted as single-PDF Reporting Packets within required deadlines (15 calendar days after month-end; 30 days for closures)Maintain the Quality Management Plan across programs, including incident management, corrective action, complaints and grievances, and outcome monitoringEnsure STF school-based tutoring reporting aligns with ADE requirements and matches Sqooasha's internal recordsTrack authorized service units vs. units used across all VR programs to avoid authorization lapsesProvide weekly status updates to the Founder: progress, risks, staffing needs, and prioritiesClient & Student ExperienceEnsure services remain within scope for each program (e.g., Supported Education is navigation and coaching, not tutoring; RIS is one-to-one instruction only)Confirm accessibility needs are identified early and services are paced and adapted for physical, cognitive, and sensory needsCoordinate interpreting services for our clients (ASL or foreign language) when neededRequired QualificationsBachelor's degree required in Social Work, Rehabilitation Counseling, Special Education, Educational Leadership, Public Administration, Human Services, or a related fieldMaster's degree strongly preferred in one of the above fieldsMinimum 3 to 5 years of progressively responsible experience in vocational rehabilitation, disability services, education program operations, or human services program managementAt least 1 to 2 years of experience directly supervising staffDemonstrated comfort with technology platforms and a genuine interest in using various tools to streamline operationsStrong written and verbal communication;
