Job Description:
We are seeking a Legal Assistant II to join our team supporting the Appellate Services Administration (ASA) for the Department of Economic Security. The ideal candidate will have strong experience in appeals intake, hearing preparation, case file management, and research support for Administrative Law Judges (ALJs) and a proven ability to analyze complex case information, manage deadlines, and deliver accurate hearing packets and documentation.
Responsibilities:
Verify incoming appeals for completeness, jurisdiction, timeliness, and compliance with Federal and State noticing deadlines. Retrieve and select accurate exhibits and create hearing packets for ALJs to use as exhibits during procedural hearings. Enter and maintain case documentation in appropriate repositories and case management systems. Assist ALJs with case research, issue identification, and interpretation of procedures under the Administrative Procedures Act. Schedule hearings for ALJs and assist customers with elevated docket calls. Upload legal decisions and dispositions and coordinate follow-up actions with the department. Process requests for postponements, withdrawals, and other party or ALJ requests accurately and on time. Research and resolve issues elevated by legal support staff, ALJs, management, or other DES departments; identify and correct errors and virtually print missing documents. Elevate appeals to the Board of Appeals as necessary and document actions and notes in the repository.
Required Skills & Qualifications:
Knowledge of Arizona Public Assistance and Unemployment Insurance law, practices, and procedures. Proficiency with Google Workspace (Gmail, Docs, Sheets), Adobe Acrobat, and operating office equipment. Experience with case management systems such as APS, Clear 2 There, Guide mainframe, HEAplus, AZTECS, and CACTUS Portal. Strong organization skills to maintain confidential paper and electronic files and handle sensitive data per policy. Ability to analyze jurisdiction, identify issues, and register additional issues as needed by reviewing imaging and paper records. Effective communication skills in English, including verbal, written, and reading, with internal and external customers and ALJs. Ability to manage multiple programs simultaneously, multi-task, and meet legally mandated deadlines with accuracy and speed. Customer service competence and interpersonal skills to address complaints and concerns professionally.
Preferred Skills:
Familiarity with the Administrative Procedures Act and agency administrative hearing processes. Experience preparing exhibits and notices from imaging systems for multi-party hearings. Why BCforward?
