About the role

Position Overview: A leading vertical transportation and construction services organization is seeking a Certified Payroll Specialist to take ownership of a critical payroll compliance functions on supporting multiple prevailing wage projects. This position was created due to a growing backlog and increasing certified payroll demands across the business. The ideal candidate is someone who wants to become the subject matter expert for certified payroll, establish best practices, create standard operating procedures (SOPs), and ultimately own the end-to-end process. Initially, this role will be focused almost entirely on certified payroll administration, including auditing time entries, validating prevailing wage requirements, calculating fringe benefits, separating wage classifications, and submitting payroll reports through platforms such as LCP Tracker, Elations, EMARS, and other GC-required systems. Employees submit time through Points North, but accuracy and compliance reviews will be your responsibility. As processes become stabilized, this individual will help document workflows, create SOPs, improve reporting procedures, train internal stakeholders on payroll requirements, and eventually expand into permitting and additional branch administrative functions. You will work closely with a small operations team consisting of Branch Leadership, Sales, and Field Superintendents while supporting a larger 30-person office environment. This is an excellent opportunity for someone who enjoys building processes, taking ownership, and becoming the go-to expert within a growing organization undergoing operational and system improvements. Strong performers will have the opportunity to expand their responsibilities as the payroll function matures.
Must-Have:
  • Qualifications 3+ years of experience processing certified payroll
  • Experience creating SOPs for Certified Payroll (startup environment, ERP Migration, or certified payroll implementation)
  • Experience submitting payroll through platforms such as LCPtracker, eMars, Elations, or similar systems
  • Strong knowledge of Davis-Bacon Act and prevailing wage requirements
  • Understanding of fringe benefit calculations, wage determinations, and payroll compliance requirements
  • Self-starter who can take ownership and operate independently
Preferred Qualifications:
  • Experience in construction, field services, industrial, or unionized environmentsExperience supporting ERP implementations, system conversions, or business transformations
  • Exposure to IUEC or other union payroll environmentsExperience working with Points North or similar payroll systems
  • Experience managing certified payroll across multiple projects simultaneously
  • Associate's or Bachelor's Degree
