About the role

We are seeking a Senior Preconstruction Manager - Water/Wastewater to lead the planning, development and commercial strategy of major water and wastewater infrastructure projects. This is a senior role for an experienced preconstruction professional who can manage complex bids from early opportunity through to contract award, while building strong relationships with clients, consultants, delivery teams and supply-chain partners. You will help shape competitive, practical and buildable solutions across treatment plants, pumping stations, pipelines, reservoirs and associated civil engineering works. Your responsibilities will include reviewing client requirements, leading constructability assessments, developing delivery strategies and coordinating estimates, programmes, risk registers and value-engineering proposals. You will manage the preparation of tenders and preconstruction submissions, ensuring that technical, commercial, contractual, health and safety, environmental and quality considerations are fully addressed. The role will involve guiding estimators, planners, designers and subcontractors, challenging assumptions, validating scope and ensuring accurate cost and resource forecasting. You will also support procurement, early contractor involvement, design development, stakeholder engagement and the transition from preconstruction into delivery. Applicants should have substantial experience in preconstruction, estimating, bid management or project development within the water, wastewater or wider civil engineering sector. A strong understanding of water industry standards, construction methodologies, forms of contract and commercial risk management is essential, together with experience delivering successful tenders for complex infrastructure projects. You will be a confident communicator and strategic thinker, capable of influencing senior stakeholders and leading multidisciplinary teams under demanding deadlines. Strong analytical, negotiation and presentation skills are required, along with a collaborative approach and a commitment to safe, sustainable and high-quality project outcomes. A relevant degree or professional qualification in civil engineering, construction management or a related discipline is desirable.

Before you apply

Applying takes about a minute. These four things decide how fast it moves after that.

Your profile is current

It's what we read first. Occupations, seniority and locations matter more than a long history.

Two examples you can talk through

Not a portfolio — just two pieces of work where you can explain the decisions and what you'd change.

A number in mind

What you're on now and what would make you move. We negotiate better when we know both.

Your notice period

Employers plan around it, and it's the question that stalls offers most often.

Once you apply, someone reads it and calls you before anything reaches the employer — usually within two working days.
