About the role
Business Analysis Project Manager Under general direction, manages business analysis projects and activities between various divisions, departments and/or public agencies. Oversees project coordination, documentation, and stakeholder communication. Exercises direct supervision over assigned staff.

Work Hours: 7:45 a.m. - 4:30 p.m., Monday - Friday
Essential Job Functions:
Develops, manages, and oversees business projects.
Utilizes a Pavement Management System to analyze pavement condition index (PCI) data to identify and prioritize the most cost-effective and high-impact street segments for maintenance projects.
Oversees and coordinates complex, multi-agency projects while serving as the primary liaison between internal divisions and external partners (e.g., CPS Gas, SAWS, Google) and representing the department at meetings, conferences, and public events.
Cross-references potential projects with other divisions to prevent conflicts and ensure efficiency.
Facilitates seamless cross-functional coordination throughout the street maintenance project lifecycle.
Identifies and implements strategic management solutions to address IMP development challenges.
Informs management of project impediments, delays, and quality control issues, and recommends solutions.
Attends critical pre-construction and pre-bid conferences, as well as other required construction meetings and performs site inspections to assess construction project progress.
Assists with budget planning, preparation, and monitoring and supports annual contract procurement planning and execution.
Maintains and updates project tracking systems (IMP WEB map, Access Database, etc.) and generates comprehensive status reports.
Conducts thorough research and analyzes information from diverse sources; prepares specialized reports for executive leadership.
Generates official reports, correspondence, and City Council agenda items including RFCAs for executive offices and responds to project information inquiries from City Management, City Council, media, and the public.
Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
Performs related duties and fulfills responsibilities as required.
Job Requirements:
- Bachelor's Degree from an accredited college or university.
- Four (4) years' experience of business or project analysis, implementation or coordination
- One (1) year of supervisory or lead experience.
Preferred Qualifications:
Experience with Pavement Management Systems and PCI analysis.
Strong skills in data analysis, reporting, and use of tracking tools.
Background in strategic planning, performance management, and cross functional coordination.
Knowledge of municipal budgeting, procurement processes, and contract planning.
Experience managing complex, multi-agency projects involving utilities, public agencies, and private partners.
Strong facilitation and stakeholder engagement skills.
Familiarity with construction project workflows, documentation standards, and pre-construction processes.

One year of full-time experience is defined as 30 or more hours worked per week for 12 months.
