About the role
We’re looking for a Senior HR Analyst to join our Employee Relations & Labor Relations team! This role will primarily lead and conduct employee investigations and play a key part in strengthening workplace relationships across the agency. The Senior HR Analyst supports the design and execution of HR programs and policies under the guidance of the Labor Relations Manager, with responsibilities spanning employee relations, labor relations, and performance management.
We’re seeking someone who is passionate about resolving workplace issues, supporting fair and thorough investigations, and helping supervisors and employees build effective, trust-based working relationships. The Senior HR Analyst advises departments on complex HR matters, develops and delivers training, and coordinates special projects. The role may also serve as acting Labor Relations Manager when needed.

What will you do? Support the development and implementation of HR programs and ensure compliance with laws and policies.
Support employee relations and investigations and advise departments on complex HR related matters.
Participate in labor relations activities and contract interpretation.
Design and deliver HR-related training to staff and management.
Contribute to policy development, special projects, and internal communications.
Monitor legal compliance and provide related staff training.
Maintain detailed records and generate reports on key HR metrics.
Use HRIS and Microsoft Office tools to manage data and systems.

The ideal candidate will have:
Bachelor’s degree in Business Administration or Behavioral Science.
Includes one year of supplemental college-level coursework in Human Resources OR an additional four years of relevant work experience may substitute for the degree.
Minimum of six years of progressive experience as an HR Analyst or Business Partner.
Direct experience should include work in: Labor Relations & Negotiation
Employee relations and workplace investigations
Performance Management best practices and models
HR strategy and program development
Policy and procedure development Working knowledge of these areas is desired: Classification or Compensation Management
