About the role

TheCustoms Compliance Manager, Aerospace and Defense Electronicssegment is responsible for the management and continuous improvement of customs compliance processes within the assigned region or business units. This role ensures full compliance with applicable customs laws and regulations while partnering with operations, supply chain, and engineering teams to enable compliant and efficient global trade activities. The position requires technical expertise in customs classification, valuation, origin, free trade agreements, tariff mitigation, and audit management, as well as the ability to translate regulatory requirements into practical, business‑aligned solutions. This position may be located in our Torrance, CA, Hawthorne, CA, or Rancho Cordova, CA office.
Job Duties & Responsibilities: Compliance Program Execution Implement and maintain customs compliance policies, procedures, and internal controls in alignment with Teledyne global standards Ensure transactions reflect reasonable care, including accurate classification, valuation, country of origin, and admissibility determinations Provide functional leadership for Customs compliance personnel in business unit operations Support and execute periodic internal reviews, including annual customs self-assessments and post-entry validations Train, develop, and lead Customs compliance personnel Technical Customs Compliance Review and assign HS classification, customs valuation, country of origin determinations, and tariff applicability (including Sections 232, 301, 122, and related measures) Manage reconciliation filings and temporary import bonds Experience in working with maquiladora cross border activities Review and approve classification determinations, bills of materials, origin analyses, and valuation methodologies for complex or high‑risk products Ensure accurate and timely customs filings through oversight of brokers, freight forwarders, and internal teams Support imports under ITAR licenses or exemptions Audit, Investigations & Government Interaction Draft responses to CBP, including CF28s, audits, verifications, and post‑entry reviews Coordinate internal audits, compliance assessments, and corrective action plans; partner with Internal Audit and Legal as needed Develop and implement corrective action plans for resolution of regulatory or policy concerns Operational Oversight & Broker Management Oversee import and export processes, working closely with logistics providers, brokers, and internal stakeholders Review and validate customs declarations for accuracy and completeness Provide escalation support for complex or time‑sensitive customs issues impacting shipments or business continuity Training and Awareness Deliver customs compliance training for trade, supply chain, engineering, finance, and other cross‑functional teams Promote awareness of compliance responsibilities across business functions Conduct in-person and remote facility assessments for compliance
Minimum Qualifications & Requirements:
  • 4-year undergraduate degree in international business, supply chain, law or related field preferred 5+ years of progressive experience in customs and trade compliance. Export compliance experience a plus. U.S. Customs Broker License preferable
  • Demonstrated knowledge in U.S. customs laws, including classification, valuation, origin, cross border activities, FTAs, reconciliation, and tariff programs
  • Ability to communicate complex regulatory requirements to technical and non‑technical audiences
  • Proven ability to operate independently, exercise sound judgment, and influence stakeholders at all organizational levels
  • Experience working in a multinational, regulated environment; defense, aerospace, or high‑technology industry experience preferred
  • Ability to travel periodically to assigned company locations across the United States
