As Right of Way Staff Inspector III you will: Perform inspections on large, complex ROW projects to ensure compliance with transportation engineering standards, plans, and ordinances. Serve as the field lead, providing on the job training, methods, technical guidance, and performance feedback to lower-level inspectors. Resolve complex inspection problems in the field, independently determining appropriate solutions during daily operations. Collaborate with project managers to develop training materials related to inspection policy, procedures, and ordinances. Conduct final walkthroughs with contractors/developers, verifying full compliance with approved plans, codes and transportation standards prior to project closeout. Lead preconstruction meetings, coordinate with contractors to review project details and design specifications to ensure compliance, site safety and a successful build. Serve as the main point of contact (SME) for all ROW issues within an assigned district. Review and approve a variety of traffic control plans, ensuring detours and safety safeguards meet traffic control standards. Prepare detailed inspection documentation, including photo/video evidence, progress tracking, and violation records. Process complex permit applications - verifying licenses, evaluating construction and traffic plans, confirming customer credentials, and issuing lengthy Ready To Pay permits. Responds to 311/Salesforce cases - investigates concerns daily and resolves matter in a timely manner. Our ideal candidate has some or all the following experience, skills, and characteristics: Extensive experience (4+ years) inspecting civil/structural construction with demonstrated ability to handle large and complex ROW projects. Strong technical competence in transportation engineering standards, ROW ordinances, and traffic control design principles. Advanced skill in conducting field investigations and interpreting technical materials (plans, charts, regulations, engineering tables).Leadership ability, including providing training, mentoring peers, and serving as a district level subject matter expert. High level reasoning and decision-making skills, capable of drawing accurate conclusions and resolving complex field issues. Exceptional communication skills, both oral and written, including ability to lead meetings and represent the City to contractors and citizens. Certifications in ATSSA Traffic Control Technician (TCT) and Traffic Control Supervisor (TCS) (although required within 12 years, ideally already you already hold these certifications).Ability to work in demanding field conditions, including exposure to weather, noise, traffic, and physical labor. Required Minimum Qualifications Education requirement: Graduate from high school or possession of a GED, HiSET or TASC Certificate. Experience Requirement: Four (4) years of experience inspecting construction projects to ensure compliance with specific plans and standards. Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education for all classifications. Additional appropriate education may be substituted for the minimum experience requirements.
License/Certifications: This job requires driving. Requires a valid Driver's License at the time of application. Requires Traffic Control Technician certification by ATSSA or equivalent agency (approved by Manager) within one year of hire. Requires Traffic Control Supervisor certification by ATSSA or equivalent agency (approved by Manager) within two years of hire. Licenses and certifications must be kept current as a condition of employment.
