Summary: This position is located in the Bureau of Diplomatic Security, International Programs Directorate (DS/IP).The Directorate staff is responsible for providing financial management, personnel, and policy guidance required to provide a safe and secure environment for the conduct of diplomacy at over 250 posts worldwide. Duties: HelpConducts comprehensive analyses of short-term and long-term financial needs of DS/IP to develop estimates and prepare financial planning documents. Evaluates the use of program resources at overseas posts in comparison to approved financial plans, projected workloads, and program priorities, identifying and reconciling inconsistencies as needed. Conducts analytical studies to evaluate and draft solutions to overseas security issues and problems. Develops Departmental instructions, telegrams, letters, and memoranda on all phases of operational security matters for dissemination to Regional Security Officers (RSOs), Foreign Service posts, and other U.S. Government (USG) agencies. Liaises with partners involved in resource and financial management to ensure the timely allocation, obligation, recovery, and transfer of funds for IP posts.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing and evaluating programmatic financial needs to prepare estimates for multi-year budget plans. Experience researching and recommending solutions to overseas security issues and problems. Experience drafting policy and planning documents to support program administration. There is no substitute of education for specialized experience for the GS-13 position.
